President Barrow Accepts Minister Abbas Sanyang's Resignation

With reference to Section 75, subsection 6 (a) of the 1997 Constitution of the Republic of The Gambia, His Excellency, President of the Republic, Mr Adama Barrow, on Monday 26th June 2023, accepted the resignation letter of Honourable Sherrif Abba Sanyang as Minister of Lands, Regional Government and Religious Affairs. President Barrow thanked Mr Sanyang for the services he rendered to the Government and the people of The Gambia.

Mr Sanyang’s resignation, effective 1st July 2023, is for personal reasons contravening his position as a Cabinet Minister. Mr Sanyang served as Regional Governor in the Central River Region before his appointment as Lands Minister in May 2022.

Meanwhile, President Barrow has assigned the Minister of Public Service, Honourable Baboucarr Bouy, to oversee the Lands’ Ministry until a new Minister is appointed.

Mr President, a Contravention, means that an action or conduct took place that is against the law, rule or behaviour. It is a duty to fully disclose the Contravention to the people of the Gambia who voted for you. A gives you the mandate to preside over their lives and resources.

Mr President, the people don’t just need to know the people you appoint in your Cabinet but also to have a broad understanding of what those officials are doing in office. The Minister's resignation is the first step in holding him accountable, but it does not stop there since there is an infringement. The infringement needs to be public knowledge for transparency and accountability. What has the Minister done? What has your government done about it? Is the Contravention under investigation? What are the findings and measures your government is taking to hold the Minister accountable and to avoid such a situation from occurring in the future. Mr President, the pervasiveness of impunity and your limited political will to hold accountable and punish those guilty of such corruption or misconduct is destroying the country.

Mr President, I said it many times, and I will repeat it, you cannot bring the people who have destroyed and held this country and its people at ransom for 22 years and expect them to rebuild this country for the betterment of the people of the Gambia.

Mr President, successfully fighting corruption and misconduct by public officials is possible with the political will and commitment to transparency and accountability. Let no one mislead you about that because Reducing crime is an achievable goal.

Mr President, we are demanding full disclosure of the contravention made in your statement on the resignation of your Cabinet Minister because it is a duty.

“This line begs for more information that the public has a right to know. What has Abba done to ‘contravene’ his position as Minister? What is the ‘contravention’? The President has a duty to make a full disclosure of this contravention to the people in whose trust and confidence both him and Abba hold public office.

Since there is a ‘contravention’ as stated by State House, then it means there was a violation, abuse or misconduct of one kind or the other. What is the contravention? For that matter, there should be transparency and accountability. Abba should not just resign, but more importantly Pres. Barrow has to be seen to hold him accountable by investigating the contravention.” Madi Jobarteh

A FULL EXPLAINATION is required where a minister has resigned FOR PERSONAL Reasons,obsticals ones are, Illness in the minister sickness in the close fsmily, such reasons should not be made public unless the minister requests such publication,other reasons in the view of the President should be made public,THIS IS MY OPINION,

According to reliable source, Sheriff Abba Sanyang, the former minister of Lands, Regional Governments and Religious Affairs who resigned last Friday is under investigation.

Based on very damning Internal Audit Reports on Minister Sanyang’s financial record as Governor of Central River Region, coupled with ongoing police investigations covering his tenure as Local Governments minister, political analysts say resigning was the best option.

The damning audit findings against Mr Sheriff Abba Sanyang, who resigned from his position last week under circumstances shrouded in secrecy has increased speculation that the former minister for lands has left office with his tail between his legs.
An audit inquiry into the finances of the Governor’s Office in the Central River Region uncovers over D7.9m of possible fraud and misappropriation of public funds by the former Governor Sheriff Abba Sanyang and some of his senior staff.

The audit report, released in March 2023, was produced by the directorate of internal audit, covering a period of six months, from January to July, 2022.

Mr Sanyang had served as the Governor of CRR from March 2019 to May 2022, when he was appointed as minister for lands, regional governments and religious affairs.

He has however unceremoniously resigned last week – 1 July – citing ‘personal reasons contravening his position as cabinet minister.’

Even though the presidency has accepted the decision and ‘thanked Mr Sanyang for the services he rendered to the Government and the people of The Gambia’, there were calls for full disclosure on the circumstances of his departure.

“It is not enough to accept his resignation…But beyond accepting the resignation, the President should also ensure accountability since the State House has expressed quite explicitly that there was a contravention,” says human rights activist Madi Jobarteh.

Now though the audit report leaked to the media barely one week later has increased speculation that Mr Sanyang has been pushed out in the wake of the damning revelations against him.

Per the audit findings, the former Governor is involved in a series of questionable financial transactions relating to fraud and misappropriation of public funds.


One of the queries concerns the awarding of at least 10 procurement contracts amounting to D1.2m to his own company, Sankulay Firms, in a period of three months.

Malagen investigation reveals that Sanyang registered Sankulay Firms in February 2016. However, in June 2021, he transferred the ownership of the business to his son, Momodou Lamin Sanyang.

The registration details seen by Malagen shows the company’s areas of work include general agriculture, poultry farming, crop production, cattle and small ruminants and general trading.

Without following procurement rules, Mr Sanyang has awarded what auditors queried as ‘contracts of different categories’, including building and vehicle maintenance costing D283,140 and D158,400, respectively.

“This is a total violation of the code of conduct for civil servants and the GPPA Regulation as well,” the auditors say, adding that, “awarding business ventures to a self-owned business, poses the risk of potential procurement fraud and a risk of anti-competitiveness in the procurement processes.”

Reacting to auditors’ finding through the management response, Mr Sanyang admitted to violating the GPPA regulation. However, he justified that, “this could be very much relative availability funds mode contract like suppliers’ availability and emergency of need so in that area of the country where GPPA officials aren’t easily accessible.”

Mr Sanyang also informs the auditors that his son had already inherited Sankulay Firms even before his appointment as Governor.

However, Malagen confirmed this information is incorrect as the registration documents show that the business was transferred to his son on 3 June 2021 when he was already serving as the Governor of CRR.

And the auditors in their response insists that awarding contracts to a company owned by Modou Lamin Sanyang constitute ‘conflict of interest and related party transaction’, and call for ‘full investigation into the abnormalities.’

Malagen has made efforts to contact Mr Sanyang to get his reactions to the report, but he could not be reached on his phone.
