Gang Culture is not good in any country,there are examples in many countries in the world,when established, they become engrained in communities and fund their activities by drug dealing ,extortion,living of the earnings of sex workers,establishing no go zones in places where they operate,knives guns and other weapons.
"Simple is good" & I strongly dislike politics. You cannot defend the indefensible.
