1. WHAT IS THE GOVERNMENT GAINING FROM ITS RHETORIC AGAINST THE COMMONWEALTH, ETC?

It is officially established that the overall budget deficit including grants for 2012 amounted to 2.7 billion. External financing of the deficit amounted to 578.8 Million dalasis. It is equally established that Grants have declined from D1.8 billion in 2012 to D725.1 million in 2013. This is a loss of over a billion dalasis .

As the Domestic debt skyrockets to D13.5 billion dalasis with no end at sight to the budget deficits, foroyaa wonders what the government is hoping to rely on to improve on infrastructural development and provide services.

One does not have to be an economist to know that revenue earnings, grants and loans are linked to improvement of education, health and other infrastructural development and the meeting of external obligations.

0ne billion dalasi loss in grant is not a small amount of money. A government would have to either default in service delivery or falter in its loan repayment or servicing its debts if it continues to receive less grant and have no way of mobilizing more revenue to meet the gap. This could cause delay in the implementation of many projects.

We challenge the government to establish a commission of enquiry to investigate and report what is responsible for the 1 billion dalasi decline in grants in 2013 as compared to 2012. Our hypothesis is that governance would be found to be a factor.

It is time for the government authorities to realise that their public pronouncements and actions could affect investment climate and international cooperation.

Hence they should think of the national interest before making them. This is the dictate of common sense.

I wonder what the governments reaction is going to be after they read this in the newspaper ? !!!

"Simple is good" & I strongly dislike politics. You cannot defend the indefensible.

‘Revenue Authority collected D4.74 billion in 2012’

The total revenue collected by The Gambia Revenue Authority (GRA) in 2012 amounted to a staggering D4.74 billion, indicating D268 million or 6% above the annual target of D4.47 billion, its acting commissioner general has disclosed.

Presenting the institution’s 2012 activity report before members of the Joint Session of the Public Accounts and Public Enterprises Committees (PAC/PEC) of the National Assembly Monday, Yankuba Darboe also revealed that at the department level, the Domestic Tax division collected about D2.44 billion. This, he indicated, also represented the sum of D228.62 million or 10% above their annual target of about D2.21 billion.

“Similarly, the Customs and Excise Department collected about D2.31 billion in 2012, which represented about D41.92 million or 2% of their annual revenue target of D2.26 billion,” he further disclosed.

Giving reasons for the performance of the Domestic Tax Department during the year under review, Darboe said this was due to a combination of factors including intensification of enforcement activities, taxpayer audit and ongoing taxpayer education services. This, he explained, culminated in improved compliance level and revenue growth in key revenue items like personal tax, company tax, payroll tax, domestic sales tax, rental income and ID cards amongst others.

The GRA’s Darboe further disclosed that the year ended 2012 also saw the Domestic Tax branch collecting about D76.6 million, which he said, equals to 3 percent of the annual department collection of about D2.44 billion. ......

Gambian lawmakers have commended the country’s revenue authority for a good performance in 2012. The 2012 activity report of the Gambia Revenue Authority, GRA, showed it collected D4.74 billion in revenue, which was 6 per cent more than the D4.47 targetted for that year.

This was revealed by GRA acting commissioner-general Yankuba Darboe, who presented the report to the joint session of the Public Accounts and Public Enterprises Committees of the National Assembly (PAC/PEC), meeting in Banjul on Monday....

3 ‘IMF does not dictate to govts’

The International Monetary Fund Resident Representative in The Gambia, Gaston K. Mpatswe, has explicitly stated that IMF does not dictate to, or impose on its member country governments what to do as regards managing the affairs of their economies.

All that the IMF does is give professional advice to governments and help with funds or loans to countries, to fund the deficits that usually occur in meeting their balance of payments, Mr Mpatswe told journalists recently at a one-day workshop organised by the local IMF office to train and enlighten media practitioners on IMF operations.....
