On a hilltop on the edge of Dakar, Senegal’s capital, workmen are laying the foundations for a bronze colossus that Abdoulaye Wade, the president, sees as a symbol of an “African Renaissance”. Designed to rise higher than the Statue of Liberty, the sculpture is comprised of a husband and wife holding aloft a child in a celebratory vision of the continent’s future.
