If I were to become president, my first policy will be on time keeping. It shall be an offence for people to show up late and that any public employee who cannot show evidence that he is fully occupied on his job for at least 6 hours of the 8 hours on the job will be fired. No carry- ons in public service. No permissions for naming ceremonies or visits from uncles in the offices.
Work is work and visits and socializations should take place at home.
I have other radical moves too. In fact even Cabinet Ministers cannot be late for work and all Govt. programs and events MUST START ON TIME or heads will roll. But then the civil service will be free of politics. Professionals will take charge and fully accountable for their actions.
Another thing, the govt. will have what businesses call a Corporate Plan. Every Ministry must show the programs and timelines for all their year long activities and these will be monitored at every special cabinet meeting to see if they are on tract. No excuses for not doing something or heads will roll.
For any project to be accepted in the Gambia, the administrative cost must not exceed 18% of the funds for such programmes. The era of huge SUVs for project Managers, expensive office furniture and excessive abuse of project vehicles will be gone.
All existing projects will be evaluated immediately for a continuation or disbandment.
The number of public holidays will be reviewed and reduced drastically. Monkey work Baboon Play will be history.Work times will vary to thus: Monday to thursday will be from 8.00am to 5.00pm to compensate the time lost for Firadys. We cannot afford a very short working week.
There will also be what I would call, "State of the Nation Forum" which will be televised live every three months where citizens will be able to ask questions directly to their Govt. Officials in a hall or by phone and Cabinet Ministers must answer questions. As President, i will also attend.
There must be direct contact with the ordinary citizens and any allegations or wrong doing will be researched immediately and feed back given at the next General Meeting. Gone will be the days when Ministers will expect Permanent Secretaries to answer questions for them. They must show interest in their department’s activities. This one of the best ways to fight patronage.
There will also be a Freedom of Information Act which will give citizens the right to petition their government to release any information they requested unless if such release will compromise national security. The right to information will be entrenched in the Gambian Constitution and this clause can only be amended in a referendum in which at least 70% of the registered voters would have voted and that, at least 75% of those who voted have chosen to change the law. This will make it very hard to change the clause because a 70% turn out is very difficult in addition to a 75% approval rate. Neither the National Assembly nor the Executive will have power to change this clause in the constitution.
There will be no fee for registration of any media houses (radio, tv, Print media) and any such new media outlet will be granted a tax haven for the first three years of business. The greatest threat to democracy is ignorance.
There will also be a Radio station called "Radio Free Africa" powerful enough to pickup signals through out the continent and any Journalist who feels uncomfortable in his country, need no work fee to practice journalism in the Gambia.
There will also be a new watch dog call "Citizens Against Public Waste" who will be charged with conducting private study of all Govt. Projects and report directly to the National Assembly. This body will have a parallel authority as the office of the Auditor General. Such a body will be headed by a Member of the opposition party and the President shall not have powers to dismiss anyone on that committee unless by a resolution of the National Assembly in which 66% of MPs would vote for their removal; which must have been preceded by a Parliamentary investigations into any misconduct like abuse of office, incompetence (health, insanity) or related vices.
In addition, all Cabinet nominations will be screened by the national Assembly and nominees must appear before them to answer questions. Such appearances will form part of a selection process although the final decision to hire will rest with the Executive.
It shall also be an offence for any Govt. memo, letter or any correspondence to have the following phrase: " ..as soon as you possibly can....". All Govt. letters must carry a deadline where information is requested and such deadlines must be reasonably met.
It shall be an offence for any media outlet to send any congratulatory messages to the President on any state function. The media is the fourth arm of the state and they must not take sides. Public corporations must not also engage in similar actions. Its fraud, waste and engenders corruption. Right now, every public corporation spends at least D40, 000 in congratulatory messages on holidays every year. A full page advert is about D2000-D3000 and usually the same message is published in at least three news papers. Such expenses could be used as scholarships or even improve their own cash flows.
The only congratulation a govt. expects is votes if they deserve it. They signed a performance contract with the voters and not public corporations.
No school children will be asked to come out of their class rooms and stand on the streets welcoming foreign dignitaries into the country. Students are not politicians and best suited in the classroom.
There will not be any Gambians brought to the airports to dance for visiting dignitaries into the country. That is the worst humiliation for any citizen to do. Foreign missions will be dealt with on professional levels period. We must raise our heads with dignity and not be reduced to dancers at airports. I am always embarrassed seeing such.
Citizens will have a right to protest and such request must not be UNDULY DENIED BY THE POLICE. In fact, the Buffer Zone will be renamed "The Freedom of Speech Park" where no license from the Police to hold rallies will be needed and allocation of use of the park will rest on "The Citizens Against Public Waste". Any political statement made in this park will be provided immunity and no charges, either criminal or otherwise shall be brought against any one just like that accorded to behaviors or actions of MPs whilst the House in session.
"Progress Peace and Prosperity" on the National Emblem will be changed to "We shall not Infringe the Rights of Citizens".
Every citizens and every legally resident non Gambian will be accorded full rights under the law.
The citizenship law will be amended. Every child born in the Gambia will be a Gambian irrespective of the immigration status of a parent unless if such parents hold Diplomatic office in which, they do not come under the full jurisdictions of the Gambian constitution. Citizenship should not be based on heritage but birth.
But again, tough procedures in issuance of National documents will be implemented. A 360 degree overhaul of the Immigration Dept. Police and Customs will go into full gear within one week of such a Govt.
Every Cabinet Minister must declare all assets both local and foreign before taking office and must have had clearance from the Internal Revenue Office that such persons owe the state no unpaid taxes. The same will be required of any one who seeks a political office of what ever rank so long as such political office is sanctioned by the constitution.
We will review membership of the AU and many others for the first 100 days of a Government. Gambia will only belong to organizations that serve our legitimate interest and are not drains of our revenue with virtually no benefits. AU is one such organization.
There shall be a term limit of two also to be made an entrenched clause n the constitution.
The above changes will take place in any Government I lead in its first 100 days in office.

These changes will get rid of and demolish those responsible for all sorts of rackless policies of uncontrolled corruption, ruthless self enrichment to head for a rough ride under you reign. |

You are a precious gem of material to serve as president of Gambia. Don't ever rule out anything. Where a selfish being like Yahya Jammeh claims president, you are more than qualified for the real job of it. By no way is this meant to scale you down to the low depths of Jammeh's world. Here is a person refusing to reason that this a job and and not a life-time possession. You don't want to be like him; Gambians don't either. Yes, on a more genuine term, anyone as committed as yourself is thousand times better than this Jammeh of a thing calling himself president and messing around. |

Kondorongs are very short so i will not stand out in the crowd. I dont want people to hurt their necks looking for me.
I think Gambia has more bright feathered citizens than me. It takes a greatman like you to take to humility.Besides i do not qualy under the current criteria for elections. I dont have the academic qualification nor satisfied the age requirements.

Konds on a more serious note am optimistic that we shall see such a day sooner than expected. After Jammeh whoever steps in should expect to deliver or face the wrath and might of the people. The Gambia certainly is endowed with brilliant brains and we are not sort of the men and women to make the difference. If any leader in the future sees himself or herself as a servant and not a lord of the people the better. |
