They suggest that greater resources be allocated to the task of clearing the large backlogs of the government accounts." i have seen some of the gambian civil servants offices, they do like paperwork. but seriously this would help, paper jams just create a headache, financial, human resources, space,time, energy and never resolve the issurs. any suggestions on this
