well the 'outgoing' governor can say what he wants. thats his opinion. whether his role was ceremonial or not, that point is he was the head of the government. you are being simply unfair to Farimang Signhateh for no reason.
lets look back and i may be wrong. before independence in 1965 (true independence wasnt 1970 as you put it ), there was some period of political changes in which although there was a Governor, there was a Prime Minister. i believe PS Njie was a Prime Minister/Chief Minister. hence the head of government at that time was the Governor, representing the Queen as you have stated.
When Sir Farimang was Governor too,representing the Queen, there was a Prime Minister, D.K Jawara. hence following the same principle its fair to say Sir Farimang was Head of Government too.

Let me simplify it for you.
From 18th February 1965 to April 24 1970 we had two governor generals. Governor Joh Paul and farimang. John Paul was the governor who sat over independence in 1965.
After 18th February when the Union Jack was Lowered at exactly 11:57 to the tune of God Save the Queen, his role changed and at 12 midnight, the red blue white and Green stripes of the gambia was raised to the sound of the National anthem.
After midnight he became Governor General wearing feather hats as representative of the queen. Gambia had Chief Minister and then Prime Minister until 1970 when we had a president. Both John and farimang are ceremonial figures. That is why the name Farimang is not associated with any event or activity from 1966 when he took over to 1970. All we know about him is his title period. He did not legislate because we had parliament, our own Field Force(remnants of the Gambia Regiment in Burma, Cameroon and East Africa).

i still dont get your point. its not a challenge but simply lack of understanding. the issue is not a matter of feathers or whether people signed documents of not.
Please note that there was a Parliament before 1965. call it a legislature or what you want, but people were represented before 1965. and in this period there were Governors who you classify as Head of Government? so why not F. Singhateh.
i really cannot differentiate who was Head of State, Head of Gov., Prime Minister,?? this is my point
before 1965 Head of State, Head of Gov., Prime/Chief Minister = the Queen, the Governor, P.S Njie (for example) respectively.
1965-1970 Head of State, Head of Gov., Prime Minister = the Queen, F.Signhateh, DK Jawara respectively.
who does a Prime Minister report to?? He/she must always report to the 'Head' to form a government after being elected. whether the head is ceremonial or not is irrelevant, a matter of legal theory.
as you have taught us so many times on the bantaba, i have taken you to the river but cannot force you to drink. 
maybe someone else can clarify. i give up.
