The president seems very sincere. That is certainly a positive change.
I'm a little concerned with the following statement however,

"Even if you kill a person, tell me that you have killed a person, I will understand. I am a human being. One thing I will never forgive is for you to take me as a fool."

I see the point he was attempting to make, but his choice of words can be misconstrued by some to mean that should they kill they will be pardoned.

Justice must be served as impunity brings more repression and corruption!

What led to Kanja's removal. Was this man really capable to man that position. Did he ever tell anyone why he was fired. He knows, I knew and the present Permanent Secretary of Agriculture knows. Going to school having degrees is good but if you can't deliver is fruitless.

Hey Ebra, good to hear from you. How is everything going on with you?
I have actually talked to some of my former colleagues in the dept. of Agric. Nobody seems to have any nice words for Mr. Sanneh's performance.
I have heard information that the former SOS was more concerned about Jammeh's farm and his own private dealings than anything at the dept. Of course, I was puzzled by this and still unable to put it in perspective.
However, the problems at the dept. of agric. may be beyond individual employees, it is perhaps systemic originating from many aspects of the Gambian economy and society. Depite numerous changes of leadreship, to Chairman himself and back over and over, the problems persist...

Jammeh himself have manned this Ministry before and never did any better. This hiring and firing is only designed to scapegoat people for the regime's own systemic failures. Having said that, it has to be said also that the Minister was not hired on merits. It was a nepotistic appointment and therefore not a suprise it turned this way. I am worried that Fatim Badjie too may turn this way. This is somebody I know personnally [used to hang around with her brother at school] and had the previledge addressing her in various school group meetings [She was a distant junior]. She is very intellegent, respectful and discipline but I do not think she has the interllectual maturity and experience in life to effectively and independantly handle a ministry. Maybe with little help from her Dad, a seasoned public servant, she might prove me wrong. However, I think if she gets some form of mentorship perhaps from her Dad or permanant secretary, with time she would realise her potentials and could become a very capable and efficient minister.

For me, she is a sister and I would be very glad if she is successful in her career.

I am now vindicated that it is very prudent for one to be able to deliver what you have learn from school. Bro do you know that Kekoi Kuyateh the current Permanent Secretary had his Masters from Norway since 1992 and had been working under Agric Department for 17 years and he is very very competent to man any position in the area of Agric. My arguments were that those who had been struggling for years at the same area with good qualification couple with outstanding performance would be in better position to tackle it efficiently than those outside the system.
I always wonder in my life how someone with triple masters can't secure a permanent position in the area of his/her concentration that even high school student does. What is now the purpose of your education if you can't deliver at all? One thing I know of is that President Jammeh will never kiss anyone's behind if you fail to carry out the responsibilities assign to you. Most of these people Jammeh fired were doing bad stuffs and wanted to capitalize on the opportunities against the interest of the Nation.

Ebra, if you look at people like Musa Mbenga, and mamadi Ceesay both of who had their masters degrees and work in various areas of the department of agric. almost all their lives before becoming the SOS, they equally were sacked for lack of performance. Therefore, despite whatever Mr. Sanneh's personal failings may be, the fact that the problems at the dept. of agric. are just intractable. Jammeh himself tried it and failed many times...

I agree with you that Kanja fall from Jammeh grace has nothing to with his performance. Jammeh fires ministers to cover his own under perfromance.
Kanja is now the director of Jammeh Farms and a consultant for the department of Agric.

Kay,

There were many competent people fired. People like Mamadi Ceesay were fired becos someone lied against them to accent to their positions. You know wat i mean? Agric is one ministry with the highest number of triple masters holders. Especially Nari. Yet where is our agric? Ebra has a point, some people have impressive qualifications but wen it comes to delivering they are Zero.

Yes Madiss, in fact the Dept of Agric. has better and more educated personnel than any dept in the Gambia govt. There are multitudes of PhDs and masters holders in every field of study, from entomology and soil scienve to horticulture and agric economics, but it is ironically the most underperformed dept., or so it seems.
The Dept of Agric. is a very sensitive area because it directly affects the livelihood of the people. It is about food and lack of it; hunger, starvation and death. It's impact is immediate, unlike education, tourism, or local govt and lands.
The challenge of the Gambia govt. and the dept. of agric for that matter will be to find a solution to the marketing problem of gambian farm produce. I am aware this might involve issues of a global nature, but if the farmers products cannot be purchased, then they cannot be convinced to take farming seriously. The second thing the govt. needs to address is decentralization with emphasis on rural development. The current decay in the rural areas is encouraging a mass movement of young men and women from the rural areas into the Banjul metro thereby swelling the number of the unemployed and the poor. Farming in the Gambia and certainly Jammeh's 'Back-To-The-Land' philosophy (which I think is a lip service) cannot be productive without making the rural areas attractive in the first place.

Kay I agree with you that there must be more focus placed on agriculture and decentralization would definitely be a step in the right direction. Rural under-productivity needs to reversed and diversification needs to be encouraged.Government also needs to give greater incentives to farmers to stay on the land and assist them with Diversification schemes. A solution for food security needs to be found. Holding PHD's and Masters may secure desk jobs but how many experts can actually implement their ideas and make them work? After all paper qualification are easily brought on the internet. As they say the proof of the pudding is in the eating. Not in Author's writing a pudding recipe without trying how it tastes first. Centralization is not the key to everything. There is something to be said about Innovation through necessity. With innovative concepts and dynamism these two components can often bring much more success than slow turning wheels of Bureaucrats leaching off profits. Therefore government needs to start employing people who can think outside of the box rather than ones who are stuck in them. and place a greater emphasis on supporting Farmers to create more employment opportunities in rural areas.

Thanks Kay and Sis Omega for ur thoughts.

I think for gov't to turn agric around;the farmers need to be motivated. If thats not possible , then gov't i suggest institutioanlize farming to some extent to assure food sufficiency. This could be done by have state farms, which will be structured like any gov't dept. For a start NYSS members, and graduates from Gambia College school of Agric could be employed directly and local farmers could also be employed paid in cash and kind. If Gambians couldn't make the requsite numbers they sub-regional nationals be offered, until such time when the Gambians would be convinced that it is worth their while.

Another problem is the lack of consistency in policy implementation and this is also due to Jammeh's hiring and firing at random culture. The technocrats would put their diverse expertise together to formulate a policy but when it comes to implementation, by the time they pass the first step two or three would be fired or moved. This then makes the rest to step back for fear of being in the spotlight of the hiring and firing machine. Only those who are appointed unmeritoriously, I mean those who are not fit for purpose, seem to keep their jobs longer.

Well Nyari. you are perhaps right here. I was also having a similar view that some times the hiring and firing might be interfering with the performance of some of these oficials.
Look at the case of Mr. Sanneh for example. He barely spent two years at the ministry. Does anyone really expect a major transformation of that dept in such a short time? I think it will have to take a long term effort, atleast five years on the job for anyone to effect serious productivity in that dept.

Stability and continuity is a prerequisite for success in any administration. I totally agree that Jammeh's incompetense is what is being translated into these folks getting fired by the day without the opportunity to proof themselves.

I still ask the question, who call the shots in Jammeh's administration? It is practically impossible for Jammeh to know what is going on in all these departments within such short time periods. Who is the current secretary general and head of the civil service? Whoever this guy is, he must be one of those puppets Jammeh is pocketing.

I also believe that the infighting within individual departments is largely responsible for this irresponsible hiring and firing. It is ok to fire someone incompetent, but how do you justify firing someone for failing their duties and yet you come right back and recircle them into a similar position.

Jammeh's head must be burning with confusion and search for loyalty. What a mess?
