 EU Provided 10Million Euros to Improve Governance

As part of it Governance Support Programme in The Gambia under the 10th EDF Country Strategy, the EU provided 10Million Euros towards legal and judiciary development in The Gambia.

The overall objective of the Governance Programme is to contribute to better democratic and economic governance by improving:

1. access to justice and legal education and thereby addressing the limited capacity issue affecting legal institutions including the courts and making legal education available to more Gambians;

2.freedom of the press and the quality of information available to the public through support given to journalists and the media with special emphasis on legal and regulatory framework;

3.public expenditure and financial accountability to bolster financial governance through reform of the public expenditure, taxation and revenue administrative systems.

Given the fact that Gambia is internationally renowned for being a country where fair trial in criminal and constitutional matters involving political opponents (real and percieved), journalists and those who fall out with the regime is almost impossible; given the persistent detentions of journalists in violation of their constitutional rights and without due process and given the closing down of several media houses in The Gambia including Taranga FM and the mounting public debt especially the internal debt, I can't say this money was/is being well spent.

There is no indication The Law Faculty of the University of The Gambia benefited from this funding (I am not saying it did not) hence, my reason for excusing it from my analysis.

Meanwhile, the EU have also spent 82,530.00 Euros on its Election Observer Mission to The Gambia in the last November 2011 Presidential Elections. The deployment of the Mission followed a request by The Gambian Government.

The Mission observed and examined the polls with a view to making recommendations for potential EU support to future Gambian elections.
