Many thanks to all those people who have sent in recipes,
announcements, literature citations, or made other
suggestions to improve the web site. The Gambia Resource
Page is and has always been a collective effort by the small
but spirited online community interested in Gambian issues.
Hence the page will continue to grow as people continue to
help collect material.
In response to user feedback, I am requesting volunteers to
help collect and prepare information in the following areas:
* more recipes, including Chereh (Nyankatango),Mbahal
(Futoo), Plasas, Superkanja, and Nyebe
* information for potential tourists, including lists of
tour companies in and out of The Gambia, hotel contacts,
first-hand tourist accounts, pictures, etc.
* information about Gambian wildlife and natural resources
* Gambian proverbs
* a new section, (maybe called 'Student to Student') that
will be geared toward K-8 students who want to learn about
The Gambia. It will hopefully contain an attractive mix of
basic factual information, pictures, a profile of a day in
the life of a Gambian child, audio clips of traditional
music, and other information that would be of interest to
young students.
If you can help prepare material in any of the above areas,
please contact me at the address below.

Gambia-L,
The results of the survey were supposed to posted today. Only 47 of the over 220 members have responded after 64 already indicating their interest prior to the survey.
It was suggested that the the closing date be pushed to this week since some members might have been away on vacation. Since the response has been so low, we will go ahead and continue accepting responses until Friday, April 4.
As it stands now, only six of those who responded have indicated that they do not intend on subscribing and the average fee members are willing to pay/pledge is around 25 U.S. Dollars.
You will soon receive a progress report from the committees and you will see that the technical issues are being resolved. The original goal of a starting budget of 1000 dollars (from 100 subscribers at a rate of ten dollars each) will be met albeit with fewer subscribers and a higher rate. These figures might not seem representative of the entire group but based on the responses received so far it will be all the committees can go on.
This being the case, it is to the benefit of all of us, especially those who intend on subscribing, that you respond to this survey. Those who do not plan on subscribing should also respond nevertheless so that we can account for your reasons.
Again since the questionnaires were sent out in a rather primitive manner (from my personal mail program) some of you might not have received a copy. Others might have lost the short questionnaire in the barrage of other regular mail. I will send the same questionnaire again through the list address with new instructions for those who have not received it.

As you might recall in earlier messages, the strategy and technical
committees were working closely together to try and bring the Daily
Observer Online. We have been in touch with the Daily Observer and
they have been answering questions we have regarding the technical
set up of the paper, as well as costs related to setting up and
maintaining the paper online.
In the meantime, we would like to encourage you all to keep your
interest in subscribing to the paper. The list still has not been as
responsive to the project as expected so we have put together a short
questionnaire to help plan it accordingly and we are sending it out again
for those who have not responded.
It is important that you respond to the survey so that if you are interested,
we know how much you are willing to pay/pledge to the service and what
technical options should be included in the service. For those who are
not interested, it is still important that you cooperate with this survey so that
we account for the reasons behind your lack of interest, not make
assumptions and plan the service accordingly.

I want to suggest to the list that from now on before we add anyone to the
list, we send the person the questionnaire that Lat and others have put
together. This way, It will be easier to get feedback as oppose to having to
dig through tonnes of mail finding the questionnaire.

I would just love to go to the Gambia again, I can't wait to save up
some money and take off. I studied Wolof in the university of Helsinki

Hausa which is also all right.

AS all of us now know,the DEMO of the text-only Gambia Observer News
was launched three days ago.So,we want to first of all
CONGRATULATE everyone involved in it,especially members of the Technical
Committee for a first job well done.It was great,it was exciting!
THINGS will not remain this way,though.The Observer will eventually be
placed on a Website and only those who subscribe to it would be able to
access it,since it would be password protected.So,that is why we want to
URGE all those who have not yet signed up to do so quickly.Please,

year!!
THE Steering Committee chief,Ndey Marie Njie,is working hard to get us
REGISTERED under the name GambiaNet,as a non-profit Organization,but she
needs to be briefed by anyone on this list familiar with such
procedures,esp.
the Tax Liability aspect of such an Organization.So,please,we need help
on that one.
DUE to Software & Hardware inadequacies on the part of the Observer
Co.,we will continue to receive Text-Only news from them until they have
purchased
a better hardware,which they promise to do very soon.And our Technical
Committee has promised to help them with some needed Software once we
have been able to secure an acceptable CONTRACT from them.
IT is the job of the Steering Committee to work with the Oserver on a
contract
acceptable to both sides,which must include: the COST for a whole
year,Mode of Delivery and Content Type(stories,pictures,adverts etc..)
WE need a Logo for the Website on which the Observer Online will be
placed.And two people have already volunteered to create an appropriate
logo
for it,and LATIR is one of them.So,if you want to contribute to that

SUGGESTION:
Some List members have argued persuasively in favour of making
the Observer Online accessible to all, and free of charge.This,of
course,is not a decision we can make on our own.The Observer Company
must agree that in addition to patriotism,the potential gains from ADS
could offset any losses they might incur from subscriptions.So,I would
strongly URGE our committee,the Steering Committee,to try to take this
up with the Observer people.
THIS is all I have been able to condense from what has been happening on
the Observer Online front.So,to all those who are still not quite sure
if getting access to the Observer Online would be GOOD for them,I
say:YES,VERY MUCH SO.SO,SIGN UP NOW!!

It has recently come to my attention that there are aspects of access to
email correspondence that faculty and students ought to be aware of:
1. All email on a university account is subject to Public Disclosure laws.
This means that any legitimate individual or institution can file a public
disclosure request and gain access to any and all email messages in your
records. If and when this happens, you are legally required to turn over
such records to the University's Public Records Office.
2. There are certain exemptions from these requirements, including
messages dealing with student evaluations or discussions regarding hiring,
tenure, and promotion, that would ordinarily be considered privileged. If
a Public Disclosure request is made, however, it is the Public Records
office, not the person whose records are requested, who can remove these
materials before giving them to the person who filed the Public Disclosure
request.
3. Email messages which have been deleted from all your files no longer
exist for the purpose of public disclosure. They do, however, still
exist somewhere in the University's archives. The University has held,
and has been legally upheld in the position, that searching for your
materials in such archives is an undue burden which the University is not
required to undertake.
4. Email messages that exist in the University archives, however, are
still subject to subpoena if they are ruled pertinent to a civil or
criminal case by the judge in that case.
5. Email messages on an account furnished by a private Internet company
are not considered matters of public record, and are thus not subject to
Public Disclosure requests.
6. It is illegal to use University equipment to access a private internet
account, because this constitutes using university resources for private
business (the U. would pay the phone bill). It is also not allowed to
incur a university phone bill for a private internet provider and then
reimburse the University.
I will shortly receive a copy of the Public Disclosure Law, which will be
available to those interested.

The whether around this corner of the world could be a
novelty for most people. It dose not get extremely hot or cold but the
relentless down pour of water could be very alienating. It cuts inyo your
social hours and restricts/confines you to your cell. Anyway we get use
to it with time and after all that is what it means to live in the
evergreen state. There is a price for just about any thing.

Francis Njie and the committee members who had worked diligently in
bringing to reality The Observer project deserve the highest commendation.
I have checked the website out and it is beautiful. I mean, absolutely
fantastic. I am personally urging those who have not yet to jump on the
bandwagon. Even $20 to $25 per year is an incredible bargain price keeping
you abreast with the events back home in The Gambia. That is even cheaper
than how much the folks back home would have to dish out for a whole
year's subscription. Maybe, we should now start the subscription payments.
Ndey Marie Njie can get it rolling with whatever agreements had been
arrived on that issue.

PROGRAMS AND PROJECTS
TECHNICAL DEVELOPMENT CADRE
A volunteer cadre of technically skilled African-Americans (and others) in every category will be developed to assist in the development needs of the Gambia.
ELECTRIFICATION PROJECT
Electrical energy is the motor behind industrialization. Gambia is plagued with numerous problems in extending electricity tomany parts of the country , as well as ensuring an uninterrupted supply of it. The country's total dependence on fuel oil to run electric generators runs contrary to the fact that there continues to be an accute shortage of hard currency to purchase fuel oil from abroad. This has often caused severe rationing of electricity, thereby negatively impacting potentially vital sectors of the country's economy. At present, the industrial sector contributes on average 11 per cent to the country's GDP.
GASTech's aim is two-fold:
1. To explore the practical applications of other forms of energy (solar, hydro, agro, optical, wind) through Research and Development.
2. To install solar panels in several villages currently without electricity.
These will be used to light village squares and run motor pumps for irrigation farming.
SISTER SCHOOL PROJECT
Schools in the U.S., the Caribbean Islands, U.K. (and elsewhere) will be linked
to various schools in The Gambia. Students,teachers, and administrators will visit and participate in the education processes of the respective schools they are paired with in the Gambia. While the empahsis on these exchanges will center around science education, they will not be limited to them. The value of these exchanges is in the cross-cultural experience.
A particular area of emphasis is to ensure that lines of communication between respective sister schools remain open. Utilizing INTERNET TECHNOLOGY, students, teachers and administrators can share with their collegues information, ideas and experiences across continents thereby enriching the lives of all participants.

AGRICULTURAL PROJECT
Agriculture and Natural Resources is the dominant sector in the Gambian economy, employing about 70 percent of the total work force and contributing, on average, 22 per cent of the GDP. Yet it lags behind other sectors in productivity and modernization caused by inappropriate technologies and inadequate input supplies, among others.
GASTech will strive to promote greater research and development of adaptable technologies and the rapid acquiring of these technologies by Gambian farmers.
GASTech shall vigorously pursue ways to assist The Gm
ambia attain its goal of basic food self-sufficiency.
HEALTH PROJECT
The mortality rate of Gambians is high and comparable to other developing nations. In addition, the average life span of a Gambian is approximately, 45 years. GASTech aims to contribute to the radical transformation of these dismal indicators of a people's state of health for the better.
GASTech aims to increase awareness of the basic dangers to good health caused by environmental, behavioral, and dietary factors through the use of various mediums of mass communication.
GASTech will develop a cadre of medical practitioners to volunteer to go to the Gambia for a minimum of one month to assist the counter-parts i this major task. Medical supplies will also be collected.
HIGHER EDUCATION CADRE
A cadre of science instructors and technologists will be recruited to volunteer to go to The Gambia for however long they choose. There is a great need for teachers at the technical institutes as well as the college/university extension program.

I believe it was you that had asked for more info on the "greenland" incident.
"Greenland" was the name given to what was formerly know in Wolof as "Ganawo
Marche" (behind the market). It is a popular hangout spot for high school
drop-outs, deportees from Europe and other unemployed youths who gave it the
name. It is alleged that drugs sales and use are prevalent among the group.
Sometime ago, some Swedish NGO and the MP's from Banjul central and south
started some reform efforts with these youg people. For reasons still
unclear and unexplained, a T.V. crew and some police officers showed up at
"greenland". A mini riot broke out and several of the young people were
beaten up by the police but as far as we know, there were no arrests.
I hope this answers your question- but there are still unanswered questions
about the incident.

committees were working closely together to try and bring the Daily
Observer Online. We have been in touch with the Daily Observer and
they have been answering questions we have regarding the technical
set up of the paper, as well as costs related to setting up and

interest in subscribing to the paper. The list still has not been as
responsive to the project as expected so we have put together a short

to the survey we are conducting but Momodou Camara has received
notices from at least 69 members expressing their wish to subscribe to the
proposed Observer Online.

there was another article about the guy in MIAMI HERALD of March 26. He
seems to have contact with somebody who was imprisoned for the same
reason: buying military stuff and trying to export it without license.
Has anybody access to the story?? Sounds frightening.

Purpose=20
The second annual "The Science and Art of W.E.B. Du Bois" conference w=

bring together important figures in the areas of academia, art, education,
community activism, and public policy to come to grips with the implication=
s of
Du Bois' intellectual contributions and their relevancy at the close of the
20th century and the dawning of the 21st.
These implications are so critical as to require an immediate and
interactive medium. The Internet is therefore an obvious choice for the
shaping and dissemination of the discussion that will take place.
Description
The cyber conference will take place concurrently with the actual phys=
ical
conference and follow the set agenda. Web pages and chat will be posted vi=
a

educational Web site.
The Cyber Conference will comprise three elements:
* Up-to-the-minute Web page postings
Panel participants have been asked to submit their abstracts and finis=
hed
papers electronically via e-mail or on a disk. As we receive them, these w=
ill
be posted on the Web. It is expected that all panel participants will not
submit electronically, however. For those who do not, we will employ
voice-text translation software or the services of a transcriber to post
transcripts of presentations within 15-30 minutes of delivery.
* Chat
We will use chat technology to add interactivity to the cyber conferen=
ce.=20
Chat allows users to communicate in text and in real-time. The chat progra=
m
that we will be using is available through the W.E.B. Du Bois Virtual
University and requires no special software for end users. Participants in=
the
chat conferences will simply need a user name and a password. As much
pre-registration will be done as possible, but a 30-second registration for=
m
will also be available for users to register themselves.
The chat aspect of the conference will involve 2-3 selected participan=
ts
from each panel communicating with the outside world (see "Audience") durin=
g
the course of the conference. In addition, chat participants will be able =
to
ask questions in response to the papers posted on the Web. These can then =
be
relayed to the appropriate panel speaker. This is similar to many talk sho=
ws
on C-SPAN, for instance, in which the public may e-mail questions for the g=
uest
speaker.
* E-mail
E-mail will be used in several ways, and in fact, I have used it
extensively in coordinating the conference. It is hoped that panel
participants and interested members of the audience (those attending the
physical conference and those from the cyber conference) will wish to conti=
nue
the discussion begun during our two days in Philadelphia. I will pose the
possibility of creating a listserv or a mailing list for this purpose durin=
g
the conference.
We are trying to reach out to African and Caribbean universities, whic=
h
often do not have reliable or serviceable access to the World Wide Web. Th=
ey
do, however, often have access to e-mail. We may consider e-mailing papers=
,
proceedings, etc. to interested persons without access to the Web. This co=
uld
take place during or immediately after the conference. It is hoped that
interested persons without access to the Web will be able to provide feedba=
ck
via e-mail.
Audience
We have targeted Historically Black Colleges and Universities, selecte=
d
high schools, and other academic individuals and organizations who may be
interested in participating in the cyber conference. We are working with a
number of teachers and professors to get their classes involved. The cyber
conference is also being advertised on The W.E.B. Du Bois Virtual Universit=
y,
which receives more than 1,500 hits monthly. In addition, we are posting c=
alls
for participation in the cyber conference on several relevant listservs.

The following excerpt is from an article in the Tuesday April 1, 1997 edition of The Daily Observer titled "Following 9 Months Silence After Encounter With NIA, Student Journalist Finally Speaks Out":

There are some serious questions here about the constitutionality of these decrees that, evidently, are still in place. According to Schedule 2 of the Constitution, titled "Transition and Consequential Provisions", the acts by the Ministry of Justice and the National Intelligence Agency described above ARE IN FACT CONSTlTUTIONAL.
The Schedule provides that any previous law, including passed decrees, shall remain in effect when the constitution comes into force unless they are changed by an Act of the National Assembly.
Where does this leave us? I am not sure which Decrees have been repealed to date but surely some of those that remain in place are by their very nature unconstitutional. Thus lies the paradox.
It seems to me that unless the National Assembly takes action, the rule of law that existed under the AFPRC is still in effect and we are still in a situation where many of our civil and human rights are still suppressed, even though we have a constitution that is supposed to guarantee them.

BANJUL, Gambia (PANA, 04/02/97) - Gambian football authorities have been working to upgrading the standards of the country's national squad, the Scorpions, for the Amilcar Cabral soccer tournament which will take place in Banjul in November.
Director Youth and Sports, Musa Njie told PANA in Banjul that government had already secured the services of a Danish coach, John Hansen, to help train the boys for the tournament.
The last Cabral competition, which involves Cape Verde, Gambia, Guinea (Conakry) Guinea-Bissau, Mali, Mauritania, Sierra Leone and Senegal, was staged in Nouakchott, the capital of Mauritania two years ago. Guinea lifted the trophy.
Njie, who also the technical chairman of the Gambia football association, said a team of 26 players had already been identified from the league martches and these have been undergoing training since March 24.
The players train together three times a week during morning hours.
Njie said that other players would be added with some dropping out on the basis of their performance. He added that membership to the training squad was still open to allow for the selection of a wider range of able footballers to qualify for the competition.
With ragard to foreign based Gambian players, he said the football association was in touch with them and that theywould be called upon whn the time came for possible inclusion in the final round of selection scheduled for October.
He said while players had an edge over locally based players, their performance and health conditions would be routinely communicated to coach Hansen by their respective overseas club coaches.
While those who had played for the squad before would have their tickets paid by government, all others would have to pay for their trip home and prove that they really aspired to be included in the final squad selection.

As you might recall in earlier messages, the strategy and technical committees were working closely together to try and bring the Daily Observer Online. We have been trying to get in touch with someone at the Daily Observer who can answer the questions we have regarding the technical set up of the paper, as well as costs related to setting up and maintaining the paper online. We have recently managed to get the e-mail address of a reliable source who we hope can respond quickly. As soon as we know more, we will let you know.
In the meantime, we would like to encourage you all to keep your interest in subscribing to the paper. A lot of effort, time and energy is being put into this project by a very resourceful and inspirational group of people. The list has not been as responsive to the project as expected so we have put together a short questionnaire to help plan it accordingly.

Hello to the new list members! I hope you will enjoy this lively virtual
bantabaa as much as I do!
There are two "sublists" of Gambia-L, one to co-ordinate and set up the
Observer Online and the other one (presently 17 people) to deal with
support of Education in The Gambia.
After lengthy discussions about the topic with many ideas and proposals
we are about to set up a draft proposal for the entire list, with the
aim to bundle our efforts towards the improvement of education in The
Gambia.
Contacts with Gambian institutions have been made, one member will be
visiting The Gambia College in these days, new transport possibilities
came up and so on and so forth.
The "education group" is now summarizing the discussion, preparing
another survey and waiting for Omar S. Saho and his information from The
Gambia College. We plan to present the draft proposal in the first half
of May then.
Your interest and participation will be very much appreciated!!
PLEASE: can anybody post the (long) summary for the new members? I got
problems (returned mail), maybe it's too long?

IMMIGRATION AND THE INTERNET: THE UNITED STATES INFORMATION AGENCY WEB SITE
The United States Information Agency (http://www.usia.gov) is the Federal
government agency charged with administering the J-1 Exchange Visitor Visa
Program. The agency's web site contains a great deal of useful
information, though it has yet to reach its potential for providing service
to the public.
The site is divided into three broad areas - International
Exchanges/Training, Products/Services and Regulations/Laws/General Counsel.
The first section contains basic information on various USIA sponsored
exchange programs, including some online forms for ordering application
materials. The second section will have little interest for J-1 visa
holders as it deals with USIA broadcasting abroad (including information on
the Voice of America). The third area of the site is more useful. It
contains the text of regulations covering the J-1 visa. Under the
subheading "About General Counsel," readers will find many useful items of
information. A draft Exchange Visitor Program Responsible Officer Manual
is there which, though it does not bear the force of an official document,
it does give insight to how USIA views many matters. The section also
contains several other useful documents including the Exchange Visitor
Skills List and information on home residency requirement waiver procedures.
The site offers more than other agencies regulating immigration, but it
would be nice to see some additional offerings such as downloadable forms
and a phone directory of USIA personnel (e-mail links to such personal are
perhaps too much to hope for for the foreseeable future). The site does
contain a "What's New" section, but there is little information there and
plans for future offerings on the site are not readily apparent.

KEY INS INTERPRETATION EASES FEAR FOR THOSE SUBJECT TO NEW THREE AND TEN
YEAR BARS
A recent INS interpretation of a key section of the Immigration and
Nationality Act has eased the fears of many regarding how wide the impact
of the new three and ten year bars on admissibility will be. The recently
passed Illegal Immigration Reform and Immigrant Responsibility Act of 1996
("IIRAIRA") makes aliens seeking to reenter the United States inadmissible
if they were unlawfully in the United States for certain periods of time
after April 1, 1997. Those unlawfully present for more than 180 days (with
the counting beginning after April 1st, 1997) are barred from admission to
the US for three years. Those unlawfully present for more than a year
(with the counting beginning after April 1st, 1997) are barred from
admission to the US for ten years.
Section 245(i) of the Immigration and Nationality Act allows certain
eligible aliens to adjust status to permanent while they are unlawfully
present in the United States by paying a penalty fee of $1000. The INS has
determined that Section 245(i) supercedes the 3 and 10 year bar provisions
in IIRAIRA.
Section 245(i) is set to expire on September 30, 1997. If it does expire,
the INS has stated that it will no longer accept Section 245(i)-based
adjustment applications, but it will continue to adjust the status of
aliens who filed an adjustment application (Form I-485) prior to that date.
Whether Congress will renew Section 245(i)has become one of the key areas
of this year's immigration legislative agenda. Immigration opponents see
Section 245(i)as an unacceptable loophole that thwarts the intentions of
the new law. Immigration advocates are pushing for an extension of the new
law and see it as a way to alleviate what is considered to be extremist
legislation.

NEW UNIFIED REMOVAL PROCEEDINGS TAKE EFFECT APRIL 1st
Pursuant to the Illegal Immigration and Immigrant Responsibility Act of
1996 ("IIRAIRA"), new unified removal procedures take effect on April 1,
1997. On March 6, 1997, the Immigration and Naturalization Service
released regulations intended to carry out the provisions of IRRAIRA. The
process of removing an alien is divided into two types of procedures.
Expedited removal proceedings take place when an alien enters with no
documents or with false documents. If a border inspector determines that
an alien is subject to removal, then the alien shall be referred to another
INS officer for a secondary inspection. A supervisor must concur in the
determination. If the alien is ordered removed, he or she will be barred
for five years from being readmitted to the United States and will be
removed from the United States by the first available means of
transportation.
If the alien expresses a fear or concern about being returned to his or her
home country during the secondary inspection, then the alien will be held
for a "credible fear screening." This screening must be conducted by an
asylum officer within 48 hours of arrival. If a credible fear is shown,
the alien will be paroled into the US. Parole is a temporary status that
allows a person to remain present in the US without admission to the US.
If no credible fear is shown, the asylum officer will issue an expedited
removal order. The officer's finding is then subject to review by an
immigration judge. If the judge concurs with the asylum officer's
decision, the alien will be remove. Cuban nationals arriving by air are
not subject to expedited removal procedures.
Those admitted to the US and those who claim to have been previously
admitted as a lawful permanent resident, asylee, or refugee are now covered
by a new unified removal proceeding. Under the prior law, separate rules
existed for exclusion proceedings (for those not yet admitted to the US)
and for deportation proceedings (for those already admitted). The new
proceedings are simply called "removal" proceedings and are largely similar
to the former deportation proceedings. Removal proceedings may be
initiated by the Immigration and Naturalization Service by the filing of a
Notice to Appear ("NTA") similar to the prior law's "Order to Show Cause"
(if an Order to Show Cause was filed before April 1st, then the old
procedural rules apply). The case is determined by an immigration judge and
either party may appeal the judge's decision to the Board of Immigration
Appeals ("BIA").
The old grounds of excludability and deportability all remain and several
new grounds have been added. They are now referred to as grounds of
inadmissibility.
Under the prior rules, an alien could seek "suspension of deportation" if
the alien had been continuously present in the US for at least seven years,
the alien possessed good moral character and the deportation would cause
substantial hardship to the alien or a US citizen or permanent resident.
If granted suspension of deportation by a judge, the alien would be
entitled to permanent residency. The new law makes a new remedy available
called "cancellation of removal." Aliens who have been physically present
in the United States for a continuous period of at least 10 years, have
been of good moral character, have not been cnvicted of a criminal offense
which could result in removal from the US, and whose removal would result
in exceptional and extremely unusual hardshsip to a US citizen or lawful
permanent resident spouse, parent or child may seek cancellation of
removal. Under the new law, only 4,000 aliens are entitled to cancellation
of removal each year.
Aliens are still entitled to seek "voluntary departure" whereby the alien
is permitted to leave the US and not be subject to the 5 year bar on
readmission those order removed must face. Under the new law, judges are
limited to granting between 60 and 120 days to leave the US, depending on
the stage of the proceedings when the relief is granted.

INS SETS APRIL 1998 DEADLINE FOR FILING ASYLUM CLAIMS
The Immigration and Naturalization Service has extended the filing deadline
for asylum claims. Under the Illegal Immigration Reform and Immigrant
Responsibility Act of 1996 ("IIRAIRA"), aliens are compelled to file to
file applications in the one year period following admission to the United
States. Though the law has already gone into effect, aliens will have
until April 1, 1998 to submit asylum applications or a year after
admission, whichever is later.
Aliens will also be able avoid the deadline if they can show "changed
circumstances" in the conditions in their country or in their own
circumstances that would make the alien subject to persecution.
Furthermore, "extraordinary circumstances" beyond the alien's control which
lead to a late filing may also justify an exception to the deadline. Legal
disabilities and ineffective assistance of counsel are two specifically
enumerated examples.
Asylum applicants are required to demonstrate a well-founded fear of
persecution. The rules for the types of people who may apply for asylum
has been widened to include those who have a well-founded fear of being
subject to coercive population control methods such as forced abortion or
involuntary sterilization. A maximum of 1,000 aliens per fiscal year may

engaged in terrorist activities are barred from asylum.

FALSE RUMORS OF APRIL 1st DEADLINE LEAD MANY IMMIGRANTS TO PANIC
Rumors of mass deportations beginning on April 1st have led thousands of
immigrants across the US to panic. Lines blocks lined have been reported
at INS offices and some INS offices, so overwhelmed with persons seeking
to file immigration papers, have actually closed down temporarily. The
rumors have apparently been fomented by some unscrupulous individuals,
including less-than-honest immigration lawyers and non-lawyers seeking to
profit off of the misinformation by playing on people's fears. The
Immigration and Naturalization Service was concerned enough to hold a
nationally televised press conference to allay fears about the April 1st
rumors.
Although many parts of the Illegal Immigration and Immigrant Responsibility
Act of 1997 take effect on April 1st, the section creating the new 3 and 10
year bars to admissibility for aliens seeking to reenter after having been
unlawfully present in the United States do not go into effect until 180
days after April 1st. If Congress chooses to extend sections of the law
allowing persons unlawfully present in the US but eligible to apply for
permanent residency to pay a $1000 penalty, then many people will be able
to avoid the 3 and 10 year bars for much longer. What is clear, however,
is that whether someone submits a permanent residency application on March
30th or April 2nd will not make a difference under the new law.
There are serious provisions that do change on April 1st,, but they
generally relate to deportation procedures and removal procedures for those
coming to the US without documentation or with fraudulent documents.

DAKAR, Senegal (PANA) - The director general of UNESCO, Federico Mayor, on Tuesday in Dakar urged African academicians to alert
their governments about decisions which are likely to cause disharmony in society.
Why do academicians not warn governments and decision makers not to utilise violence because this has failed. Why are academicians so
silent on this,? he asked.
According to him, it is impossible for governments to finance war and other social needs, including higher education, if at the same time the
funds have to pay for war.
Mayor was speaking during the official opening of a four-day African regional consultation on higher education in the Senegalese capital.
He said higher education should serve the purpose of consolidating democratic states and to give freedom to those who need it. Universities
should also be institutions where people learn to share.
Officially opening the meeting, the Senegalese president, Abdou Diouf, challenged participants to identify new strategies of strengthening
intra-African and international cooperation in the higher education sector.
He also called for the establishment of links between universities, the industrial and employment sectors and the utilisation of technology to
promote regional integration.

IMMIGRATION AND THE INTERNET: THE UNITED STATES INFORMATION AGENCY WEB SITE
The United States Information Agency (http://www.usia.gov) is the Federal
government agency charged with administering the J-1 Exchange Visitor Visa
Program. The agency's web site contains a great deal of useful
information, though it has yet to reach its potential for providing service
to the public.
The site is divided into three broad areas - International
Exchanges/Training, Products/Services and Regulations/Laws/General Counsel.
The first section contains basic information on various USIA sponsored
exchange programs, including some online forms for ordering application
materials. The second section will have little interest for J-1 visa
holders as it deals with USIA broadcasting abroad (including information on
the Voice of America). The third area of the site is more useful. It
contains the text of regulations covering the J-1 visa. Under the
subheading "About General Counsel," readers will find many useful items of
information. A draft Exchange Visitor Program Responsible Officer Manual
is there which, though it does not bear the force of an official document,
it does give insight to how USIA views many matters. The section also
contains several other useful documents including the Exchange Visitor
Skills List and information on home residency requirement waiver procedures.
The site offers more than other agencies regulating immigration, but it
would be nice to see some additional offerings such as downloadable forms
and a phone directory of USIA personnel (e-mail links to such personal are
perhaps too much to hope for for the foreseeable future). The site does
contain a "What's New" section, but there is little information there and
plans for future offerings on the site are not readily apparent.

KEY INS INTERPRETATION EASES FEAR FOR THOSE SUBJECT TO NEW THREE AND TEN
YEAR BARS
A recent INS interpretation of a key section of the Immigration and
Nationality Act has eased the fears of many regarding how wide the impact
of the new three and ten year bars on admissibility will be. The recently
passed Illegal Immigration Reform and Immigrant Responsibility Act of 1996
("IIRAIRA") makes aliens seeking to reenter the United States inadmissible
if they were unlawfully in the United States for certain periods of time
after April 1, 1997. Those unlawfully present for more than 180 days (with
the counting beginning after April 1st, 1997) are barred from admission to
the US for three years. Those unlawfully present for more than a year
(with the counting beginning after April 1st, 1997) are barred from
admission to the US for ten years.
Section 245(i) of the Immigration and Nationality Act allows certain
eligible aliens to adjust status to permanent while they are unlawfully
present in the United States by paying a penalty fee of $1000. The INS has
determined that Section 245(i) supercedes the 3 and 10 year bar provisions
in IIRAIRA.
Section 245(i) is set to expire on September 30, 1997. If it does expire,
the INS has stated that it will no longer accept Section 245(i)-based
adjustment applications, but it will continue to adjust the status of
aliens who filed an adjustment application (Form I-485) prior to that date.
Whether Congress will renew Section 245(i)has become one of the key areas
of this year's immigration legislative agenda. Immigration opponents see
Section 245(i)as an unacceptable loophole that thwarts the intentions of
the new law. Immigration advocates are pushing for an extension of the new
law and see it as a way to alleviate what is considered to be extremist
legislation.

NEW UNIFIED REMOVAL PROCEEDINGS TAKE EFFECT APRIL 1st
Pursuant to the Illegal Immigration and Immigrant Responsibility Act of
1996 ("IIRAIRA"), new unified removal procedures take effect on April 1,
1997. On March 6, 1997, the Immigration and Naturalization Service
released regulations intended to carry out the provisions of IRRAIRA. The
process of removing an alien is divided into two types of procedures.
Expedited removal proceedings take place when an alien enters with no
documents or with false documents. If a border inspector determines that
an alien is subject to removal, then the alien shall be referred to another
INS officer for a secondary inspection. A supervisor must concur in the
determination. If the alien is ordered removed, he or she will be barred
for five years from being readmitted to the United States and will be
removed from the United States by the first available means of
transportation.
If the alien expresses a fear or concern about being returned to his or her
home country during the secondary inspection, then the alien will be held
for a "credible fear screening." This screening must be conducted by an
asylum officer within 48 hours of arrival. If a credible fear is shown,
the alien will be paroled into the US. Parole is a temporary status that
allows a person to remain present in the US without admission to the US.
If no credible fear is shown, the asylum officer will issue an expedited
removal order. The officer's finding is then subject to review by an
immigration judge. If the judge concurs with the asylum officer's
decision, the alien will be remove. Cuban nationals arriving by air are
not subject to expedited removal procedures.
Those admitted to the US and those who claim to have been previously
admitted as a lawful permanent resident, asylee, or refugee are now covered
by a new unified removal proceeding. Under the prior law, separate rules
existed for exclusion proceedings (for those not yet admitted to the US)
and for deportation proceedings (for those already admitted). The new
proceedings are simply called "removal" proceedings and are largely similar
to the former deportation proceedings. Removal proceedings may be
initiated by the Immigration and Naturalization Service by the filing of a
Notice to Appear ("NTA") similar to the prior law's "Order to Show Cause"
(if an Order to Show Cause was filed before April 1st, then the old
procedural rules apply). The case is determined by an immigration judge and
either party may appeal the judge's decision to the Board of Immigration
Appeals ("BIA").
The old grounds of excludability and deportability all remain and several
new grounds have been added. They are now referred to as grounds of
inadmissibility.
Under the prior rules, an alien could seek "suspension of deportation" if
the alien had been continuously present in the US for at least seven years,
the alien possessed good moral character and the deportation would cause
substantial hardship to the alien or a US citizen or permanent resident.
If granted suspension of deportation by a judge, the alien would be
entitled to permanent residency. The new law makes a new remedy available
called "cancellation of removal." Aliens who have been physically present
in the United States for a continuous period of at least 10 years, have
been of good moral character, have not been cnvicted of a criminal offense
which could result in removal from the US, and whose removal would result
in exceptional and extremely unusual hardshsip to a US citizen or lawful
permanent resident spouse, parent or child may seek cancellation of
removal. Under the new law, only 4,000 aliens are entitled to cancellation
of removal each year.
Aliens are still entitled to seek "voluntary departure" whereby the alien
is permitted to leave the US and not be subject to the 5 year bar on
readmission those order removed must face. Under the new law, judges are
limited to granting between 60 and 120 days to leave the US, depending on
the stage of the proceedings when the relief is granted.

INS SETS APRIL 1998 DEADLINE FOR FILING ASYLUM CLAIMS
The Immigration and Naturalization Service has extended the filing deadline
for asylum claims. Under the Illegal Immigration Reform and Immigrant
Responsibility Act of 1996 ("IIRAIRA"), aliens are compelled to file to
file applications in the one year period following admission to the United
States. Though the law has already gone into effect, aliens will have
until April 1, 1998 to submit asylum applications or a year after
admission, whichever is later.
Aliens will also be able avoid the deadline if they can show "changed
circumstances" in the conditions in their country or in their own
circumstances that would make the alien subject to persecution.
Furthermore, "extraordinary circumstances" beyond the alien's control which
lead to a late filing may also justify an exception to the deadline. Legal
disabilities and ineffective assistance of counsel are two specifically
enumerated examples.
Asylum applicants are required to demonstrate a well-founded fear of
persecution. The rules for the types of people who may apply for asylum
has been widened to include those who have a well-founded fear of being
subject to coercive population control methods such as forced abortion or
involuntary sterilization. A maximum of 1,000 aliens per fiscal year may
be granted asylum or admitted as a refugee under this ground.

Organization envisages for the Institute:- 1) Computer Science 2)
Nursing plus health studies and Pharmacology 3) Mechanical and

Embroidery 6) Research and techniques in development issues
This is very ambitious and by no means conclusive and other
suggestions are welcome.
In the question of which schools we should help when the time comes; I
think we can either divide The Gambia into zones or give a number to
all the schools, then let one or a group of none Gambians here on the
list choose some random numbers/letters and take the school(s) chosen.

via the school or some kind of programmes.

you can send books to be given to the best performing students during

The primary role of the organization will be to
facilitate the the effective utilization of Gambian expertise and

Ps. The organization must at all times be free of political
affiliation. As Nkoyo mentioned It would be a good idea if we have a
team sign up to develop a framework on how to go about it. Amadou and
Momodou also pointed out existing organizations that could be
strengthened.
I believe that much could be achieved with the following steps:
The organization must be not be affiliated to any existing political
organization. The goals must be more than just supporting a school or
few individuals. A local affiliate based in the Gambia would be ideal
in overseeing the organizations activities. In the meantime, we need
to get ideas rolling so that we can present a plan of action to the
list. Here are some of mine. It seems that the high drop-out rate in
high school is partly due to the lack of a firm foundation in primary
school, som perhaps we could divert some of our intentions to
strengthen that foundation.
It would also be great if we focused some attention to
strengthening the education programmes in Gambia College particularly
the early childhood one, as that ties in with the one above.
If resources are limited, as they are in my case, perhaps, we
should each contribute a certain amount each year and offer a set of
full scholarships to high school students, need-based ones of course,
perhaps with a minimum academic achievement.
In addition, supplying schools with materials might be a good
idea, but will take a great deal of planning and resources.

I think this is a decent idea which I certainly would give both time
and money to. We could (and should) leverage the relative strength of
the foreign currencies we have access to and do considerable good-- A
few dollars would go a long way in the Gambia.
An American friend visited Ghana recently and was compelled to give
the few pens and notepads he had on him to primary school students he
met. I had (shamefully) almost forgotten this dimension of need!
One question however... how do we go about selecting a school?

suggest that we join existing organizations with the same
purposes. Francis has just named a few such as; GaSTech (Gambians in
Science & Technology) and The Gambia Islamic Organisation For
Technical Training etc., and I am sure there are other organizations
in the different countries we live in.
Asbjcrn and I are also members of " Gambias Venner" Danish Gambian
Friendship Society which has been sending hospital beds, x-ray
machine, ambulances, books and individual members sponsoring school
children. There are the local Gambian Organizations abroad one could
join or form one in town/city you live in.
We are still taking names here on the list, of those interested in
subscribing to the Daily Observer Online and there was a suggestions
that a small percentage of the revenues go to a development fund
managed by ourselves that will be used for development-oriented
activities in the Gambia. Out of the 200 members of this list, we
only have 50 who have shown that they are interested in paying the $10

Bergen which is sponsoring the schooling of at least one person and

I agree. Brainstorming on this new initiative should be encouraged
but I also feel that more effort should be placed on getting the
Observer Online project going.
Once the project is up and going I see no reason why it can't be used
for other initiatives such as this.
I would assume that a payment structure would be in place where funds
will transferred back home. Why not use this same structure along
with the Observer people in Bakau to help fund the chosen
institutions. Apart from the $10 subscription fee (which I believe is
TOO small), additional donations can also be taken.
This is a noble idea and I would spare time, energy and resources in
support of it. Our educational system is not, and probably has never
been in the best of forms. It needs a lot of support from all
concerned Gambians to remedy the situation.

Mr Gibba, your ideas are great. However, the proposal still
require more critical thinking. If we take a loook at the hassle our
brothers and sisters have to go through daily in order to get to
school in greater Banjul area (Banjul, Serrekunda, Bakau) then we
probably might want to give up the idea of providing any modification
for schools in these areas. That to me will simply mean adding salt to
the hassle =2E All the good schools in the Gambia are located in the
greater Banjul area and as a result, students from Basse, Koina,
Bansang, Kartong, Badibu, you name it, are forced to first find
lodging in these areas and then find there way to get to school and
back every day. Only if you 've been a victim of this hassle can you
know how difficult it is, and believe me it is extremely a difficult
struggle. I'm pretty sure quite a bunch of us on this list have gone
through that and you can all bear with me that it is an extremely
difficult struggle and for that matter "very" disadvantageous. It is
disadvantageous because ... (1) student victims of such a hassle will
often get home late, sometimes very late, and would therefore not have
enough time in the evening to study and do home work. (2) Some of them
are not treated accordingly by their guidians (one who lodges them)
and this I believe have major effects on their studies ( may be a
little bit controversial, but I'm sure quite a few of us have
experienced it).
With regars to what is stated above, I think it will be more
helpful if we rehabilitate some of the secondary schools in
thetandards of schools in greater Banjul. By doing that, we will...
(a) help reduce the hassle of boarding school buses, taxis, or even
trucks that most students have to go through in the morning and in the
afternoon. (b) Help provide, say a native Kaur student going to a
school in Kaur equally rated as Gambia high School, similar
priviledges a native Banjul student enjoys going to Gambia High School
in Banjul. (c) help reduce over crowding in greater Banjul areas which
ofcourse will redude crimes/theft.
Let us not stand aloof and watch this beckoning ship cast
adrift. The future of our nation relies heavily on the education of
our youths. Our governments, especially Jawara's, have totally
negleted that route, but its not too late to correct it. We should and
I believe we will take this matter in our own hands and set it
straight. It is a great proposal, so throw in ideas.

PA-MAMBUNA! I agree with the entire content of your piece. I am a very
profound advocate of decentralization of all sectors and so if the aim
of the list members is to promote the decentralization of our
education system through your ideas,.....nothing could be as perfect
as that. I mean even in the provinces, the type of hassle you
mentioned exists. My experience is, school children travel several
miles (by foot) to and fro smaller villages to the nearest one with a
school. Even though I never encountered these journeys myself I've
seen others come to and go from my village every school day of their
entire primary school education. If one goodwill person could improve
all those situations, what a great gesture would that be.

About adopting a school or a student is a very good idea ,but
there are
lots of school in the gambia and how are we going to meet the needs
of all these schools and the students. The reason why am concern is
because this is a big project and we need to be committed 100% to
tthis proposal. I would like to help with the education of our
brothers and sisters in the Gambia especially in the sutiation we
are on now with the new unstable govt.But first I would like to

oncerning selection of the school: there are needy students through
all levels of education. Illiteracy is still immense - this would
speak for support of a primary school. Most students drop out of the
educational system in secondary, as far as I know - which would
indicate that here is another crucial point for our contributions.
Last but not least, there are not enough high schools, they are
concentrated in the urban areas respectively, which would draw our
attention to higher education in the rural areas.
As I'm not clear on this point, I would like to discuss the selection
of a school, before we start acting. Musa, it sounds like you intend
to support Gambia College. I have no problem with the one time action,
you proposed - I'll start putting things together. But I would like to
ensure maximum benefit of our support for single students, the school
as well as the area where it is located and it should therefore be

the containers they usually send to the Gambia free of charge. The
only condition is that the materials should reach Denmark inorder for

The first day I called Gambia College, the principal was not in. I
got Dr. Bojang, the vice-principal. He was very enthusiastic and has
been my contact person since then. I will mention to him, when I talk
to him tommorow morning, that you will be coming and I am sure he
will be happy to meet with you. I suggest that you also talk to the
principal. =
Basically, what I suggest is:
1. Try to get info on their programs and the needs in each area.
.....Get a list of the titles of required text books and
publishers. =
......Find out what their plans are (as much as they would
like
to
talk about) and what areas they would like to collaborate.

He plans to send me this and other info, but because you will

be
there, you will be able to hold longer conversations with them.

2. I understand that they had links with Nova Scotia and Bristol.
These have now expired. Find out how those were set up.
3. Also, I think it will be useful to talk to as many students in the
various programs as possible to get their perspective. You may also
want to visit the college library and see for yourself in what state
it is. 4. Also, get as much related information (how many suppliers
of notebooks, pens, pencils, other literature etc........) as
possible.
AND WHATEVER ELSE YOU THINK IS IMPORTANT.
I have emphasized to Dr. Bojang that these inquiries are very
preliminary
and that as of now nothing should be expected to come out of them. I

Welcome to all the new members of GL.
After taking a couple of weeks off from the list, I am back to join in the
discussions. Reading through my messages, I see that there has not been
too much going on....was it because of the Easter holidays?
Now that the vice-presidency issue has been resolved, except for Latir,
why hasn't anyone commented on this issue? Are you not startled that a
woman was elected to the post or do you think it doesn't matter?
It seems that she is a great prospect of "history in the making?".
Imagine, for example, if the president became disabled (God forbid), she
would most likely become the president. A female president in the
Gambia...Sub-Saharan Africa.....or even Africa? Are there any Female
presidents anywhere in Africa?
Maybe this is the begining of a new era after all. Since our leaders have
been tainted with corruption through out this generation, it is about time
they let women in to clean up their messes of corruption, greed and
ignorance. We ceratinly need to overcome our shortcomings somehow.
To the Observer online committee, I would like to say thanks for your
efforts. I did check out Francis' web page linking to the Observer online.
It looked wonderful! Now, what are we waiting for to contribute so we
can get it started? To those who do not wish to cntribute but do plan to
get access, I would like to say to you "everybody wants to go to heaven,
but nobody wants to die". In this world of today, you cannot get anything
good for free. So, subscribe and/or donate so we can get this thing going.
We've been discussing it for many weeks now. It's about time we put it
into action. After all it maybe for your own benefit.

I, like a few that replied to your question about the new V.P in the Gambia,
was shocked and pleasantly suprised that the position is being upheld by
a woman. This is great news!! And it is a giant leap for all of Africa
cause I don't think that there are any females in Africa with this
position...and if I'm wrong can some-one please correct my ignorance??
I honestly hope this is a promise of a new beginning for not only The Gambia
but Africa. I am honestly tired of hearing about coups everywhere,
Military men taking over with false promises of democracy, no more
corruptions etc. This is usually followed by blood shed. I also hope that
many women follow in her footsteps and that we have a female president
soon!!.

l've been desperately trying to cmmunicate with all you fellow gambians out
there but just have'nt been able to plug into the system correctly.Can
someone please tell me who the new VP is? Needless to say, l am tickled to
death. l think it is absolutely marvelous.Perhaps Gambia can set a precedence
here and we can actually get down to running a real government instead of the
circuses that seem to prevail on the continent.l honestly think that to-date,
most so called African leaders honestly believe that governing a country is
synonimous with "fill your pockets and run". Perhaps we may just be onto a
revolutionary idea in the Gambia., i.e to actually have and run a government

FOROYAA, in its issue of 27 March -3 April, 1997 questioned some of
the portfolios of the Secretary of State in the Office of the
President responsible for Presidential Affairs, National Assembly,
Civil Service, Fisheries and National Resources.
FOROYAA is saying that the portfolio of Civil Service and the
National Assembly should be looked into. The doubt is whether a
department is to be created that would be responsible for the
National Assembly matters and what role of that department is to be.
The fact of the matter is that the National Assembly is an
independent institution and the executive cannot exercise direction
and control over the National Assembly.
Secondly, section 111 of the Constitution provides for the
establishment of a National Assembly Service which is to be under the
jurisdiction of the National Assembly.
According to the Constitution, each Secretary of State is accountable
to the National Assembly for matters affecting his or her department.
Hence, it is made clear that each Secretary of State is answerable to
the National Assembly.
The constitution is also very clear about the Public Service
Commission. and FOROYAA wonders what role the
Secretary of State for the Civil Service would be. They conclude that
"It is the duty of the government to examine every provision of the
Constitution before making assignments so that there is no
duplication or conflict in the discharge of constitutional
responsibilities".
The National Assembly is also yet to put its house in order. The
major obstacle to the proper functioning of the National Assembly
has been the failure to bring the Standing orders of the 1970
Constitution into conformity with the Constitution of the Second
Republic.
Under the 1970 Constitution, ministers were members of the House of
Representatives and the leader of the government business in the
house was the vice president.
Under the Constitution of the Second Republic, the Vice President and
Secretaries of State are no longer members of the National Assembly.
The members of the National Assembly are no longer part of the
executive. the two institutions are now separate. A member of the
National Assembly cannot be leader of government business in the
National Assembly.
The meeting of the Assembly on the 24 th February, 1997 started with
a controversy. "There was communication from the speaker indicating
that Mr. tamsir Jallow has been selected leader of the government
business in the National Assembly and Mr. Kemeseng Jammeh has been
selected leader of the opposition in the National Assembly".
Mr Sidia Jatta of PDOIS raised objection to such selection on the
basis that it has no constitutional or legal foundation. Mr. Hamat
Bah of NRP supported the view and insisted that that the Constitution
should be adhered to.
The Speaker of the National Assembly, Mr. Wadda indicated that the
provisions were in the Constitution.
Challenged by Mr. Jatta to quote the section, the Speaker checked but
could not see it.
It seems that there is still a long way to go....

The new Vice President and Secretary of State for Health, Social
Welfare and Women's Affairs is Mrs. Isatou Njie Saidy. Apart from
Uganda, Gambia is the only country in Africa to appoint a woman vice
president. A great achievement....

Jabou, I hope we see this revolution. The government will have a tough
test ahead in the next few months as farmers start planting for what is
predicted to be another bad season in the face of a new Sahalian
drought.
In a recent AFP news wire story about last year's poor groundnut
harvest, it was stated that Lamin William Jammeh, Director General of
the Gambia Cooperative Union, said:
"The causes of the decline were low rainfall, inefficient division of
resources, exhaustion of arable land, a shortage of seed and fertilizer,
a lack of cooperation between agricultural services and peasant farmers,
and an exodus from the countryside"
In a way I think it's good that the government decided to remove Natural
Resources and Fisheries from the Ministry of Agriculture so that the
ministry can focus on these issues. It was a bad idea of the AFPRC to
have joined the two in the first place after the coup and perhaps this
might have accounted for some of the reasons stated by the GCU
Director-General.
As far as putting "its resources where it's mouth is", last year in a
country wide tour, the Min. of Agriculture admitted that there was a
problem in getting the necessary farming inputs to the farmers. Perhaps
the response last year was too late and this year officials will start
earlier, especially since, hopefully, they will be focusing their
activities up country on helping farmers and not campaigning.

A friend of mine here told me about a Gambian brother killed in Virginia
sometime last week. I'm not sure if he is right on not, so I just want
some verification. Anyone's input will be highly appriciated.

The tragic death of this Gambian young man happened like a
weeks ago.
Wuyeh Manjang,"deceased" son of Alhagie Bora Manjang was
tragicly stapped to his death in Virginia by a black American.
>From saurces,Wuyeh,in his early twenty went to visite a Ghanian friend
at his Apt.On arrival at his Ghanian friend's house,he found his friend
stapped
to death.The killer was still in the house when he got there.
The killer dosn't want to leave any eye withness alive.He chased after
Wuyeh
who took off running to his car.By the time he got to his car it was too
late,
the killer has already got to him. He mercelessly stapped him too to death.
The killer was later on apprehended by the police.
The reason for killing the Ghanian was not known yet.
The body was sent to The Gambia for funeral services.
MAY HIS SOUL REST IN PERFECT PEACE.
