The panel last week presented its report to President Barrow recommending that Manjang should go back to his work and disciplinary actions be taken against the protesting staff. In their reaction through a letter addressed to the Director General of the State Intelligence Service signed by one Kebba Touray, the SSHFC staff made the following observations: “On the 18th October 2018 at about midday, reports started circulating on social media specifically on the website of the ‘State House of the Gambia’ indicating the submission of the independent inquiry’s report to H.E Adama Barrow, the President of the Republic of The Gambia. This same report was relayed to the various print and mass media platforms and we the staff are finally relieved that this whole debacle is coming to an end and we will get back to normalcy."......................

Again, The Standard newspaper has got a scoop,being the only newsaper that I have found who was privy to this leak of information,unconfirmed as yet by the Office of the Ombudsman ====================================================

A report purportedly written by the Office of the Ombudsman said to be the outcome of an investigation into the social security saga is doing the rounds on social media. Dated October 29th 2018 and addressed to the Secretary General, Office of the President, the report made several recommendations on the way forward in solving the matter. Among the key recommendations include one which suggests that MD Muhammed Manjang return a cash amount of over D100,000 to the cooperation without delay. “The seven days per diem paid to the MD amounting to D103, 040 to attend a meeting in Sierra Leone which he never attended should be refunded to the corporation without delay,” the report stated. The report also accused Manjang of ethical misconduct, abuse of the corporation’s entertainment budget, gross violation of the service rules, discrimination, favoritism, amongst others.
The report also frowned on the decision to send Isha Bayo and Pa Yusupha Gaye for overseas training instead of allowing them to pursue ACCA in the country, the purchasing of two mobile phones for himself costing D119,435.50, highlighting that such acts contradict the managing director’s austerity measures. “The Ombudsman recommends that the Managing Director should refund to SSHFC the sum of D29,869,85 being money spent on dinners at Coco Ocean Resort Spa and KORI d’OR with his family members without delay. This is because the entertainment vote is not meant for his family but for office and official guests. Misusing of Public funds must be discouraged,” it stated.
The Ombudsman’s report also urged the MD to be guided by the relevant laws, service rules and policies in taking and making administrative and management decisions. The report also said the management of the SSHFC should ensure that there is a training policy in place to guide the training needs of the institution. “Promotion and training should depend on appraisal of staff and institutional needs. It is important that staff are appraised and their training needs, weakness identified for building their capacity and that of the institute rather than giving staff the choice to accept or decline training offer.”
The Ombudsman also recommended that competent members of staff of SSHFC should be nominated to fill the existing vacant board seats to represent the corporation’s interest on the various boards such as Trust Bank Home Finance and Gam-Petroleum without delay. The Ombudsman report said the claim by the staff that the MD traveled to Dakar many times for treatment is incorrect while another claim that he occupied 5 seats on the GNPC board is also not true. Also according to the report, the board should take appropriate actions in relation to the misbehavior of the staff during the strike.
It however said that judging by the past challenges of the corporation, for the MD to cut administrative cost by such a margin and register profit after a year of losses is commendable. President Barrow Decides on the SSHFC Panel Report State House, Banjul, 9th November 2018 – His Excellency President Adama Barrow has reviewed the Report and Recommendations of the Independent Fact-Finding/Investigative Panel on the crisis involving Social Security and Housing Finance Corporation (SSHFC). Having closely reviewed the report, the following decisions have been taken: I. That administrative leave of the Managing Director, Mr. Muhamadou Manjang will be lifted and that Mr. Manjang will be duly notified in writing by the Ministry of Finance and Economic Affairs (the line Ministry) to resume duties; II. That the services of Mr. Momodou Camara will be terminated with immediate effect and the termination to be compliant with corporate policy; III. That the Board of Directors of the Corporation to receive further advice on the staff that were culpable in the saga and who have to be subject to disciplinary actions in line with the panel’s recommendations; and IV. That the Board of Social Security through the Ministry of Finance and Economic Affairs, will be provided with the Recommendations of the Panel’s Report so that these are adopted and fully implemented.

Three months for the Panel to complete its investigation is commendable as extensive work must have been required. I do think that we may not have heard the last of this matter.

Concerned pensioners believe that their funds accumulated at the Social Security and Housing Finance Corporation (SSHFC) are at risk.
At a Movement meeting over the weekend, Ashyme Saine-Kah, member of the organising committee explained that they want their monies to be invested in them, arguing that SSHFC should explain how their monies are spent.
“We have now suffered,” saying one works until retirement and cannot even by a compound or enough money to buy rice for his/her family.
“It’s painful and annoying at all. Imagine some of the pensioners are paid 910 dalasis in every three months. What can that buy?”
Salifu Jawara, member of the Movement said: “It’s painful that I work till I retired and still cannot buy anything for my family. We want them to be paying us. Let them give us our money, it belongs to us. The government should not interfere.”
Sulayman Njie said he was paid 300 dalasis at a time he started receiving pension allowance, and after three years, he said, it was increased to 700 dalasis. He believes their allowances should be increased now.
He, therefore calls on members to be united and fight for their rights.
Musa Gakou believes there was some element of mismanagement. “If we want our country to develop, the leaders should be free from corruption,” he stated. Author: Pa Modou Cham

Fear has gripped the staff of Social Security and Housing Finance Corporation (SSHFC) after it was announced that the managing director, Muhamadou Manjang would bounce back as managing director.
The staff said that their jobs are at risk following the sacking of their leader Momodou Camara, and after months of acrimonious duel with the managing director.
A staff who spoke to The Point on the condition anonymity, said there is fear at the institution as many staff could equally lose their jobs. The staff whispered that some employees might have their contracts terminated, while others may go for six months suspension without salary. “Almost all the staff are distressed and feel insecure and the working mood is so stressful.”
Out of 340 permanent staff of Social Security, 270 staff has signed a petition demanding the resignation of the managing director Muhamadou Manjang.

President Adama Barrow has ordered that the administrative leave of the managing director of Social Security and Housing Finance Corporation Mr. Muhamadou Manjang be lifted and that he be duly notified to resume duties. According to a statement from State House, the president has also ordered that the services of Mr. Momodou Camara, the staff representative on the board be terminated with immediate effect and the termination to be compliant with corporate policy. Both men were put on administrative leave in August 2018 following a longstanding internal conflict at the corporation.
A panel commissioned by the President in September – shortly after their suspension – was tasked to look into the crisis. The panel had since finished its work and had submitted a report to the president. The statement from State House said the latest development followed a review by the President of the report and recommendations of the independent fact-finding/investigative panel on the crisis. There has not been any immediate comment from Mr Manjang but Momodou Camara described his termination as the ‘height of dishonesty’.
“The president’s decision is not fair to me and all the other staff of the SSHFC who stand up to fight injustice and hypocrisy in the cooperation,” Mr Camara said in a Standard interview shortly after confirming his termination.
He charged that the president’s decision has put the government into disrepute by ignoring the Ombudsman’s report to take the report of people that are “juggling” and looking for positions to be ambassadors and other things which he said “is very wrong and dangerous for our democracy as it will kill transparency and accountability. This was not what we voted for.”

Staffers at the Social Security and Housing Finance Corporation have embarked on another sit-down strike with effect from yesterday, a letter addressed to President Barrow and shared with The Standard has confirmed. The staffers said they will not work until such a time that President Adama Barrow meets their demands. “We are hereby expressing our total unwillingness to work under Muhamadou Manjang as we lost total trust and confidence in him as our leader and in this vein, we as staff are hereby commencing our sit-down strike as of today the 14th November, 2018,” the letter signed by 278 staff read.
President Barrow recently ordered for the administrative leave of MD Manjang to be lifted and ordered that the services of Mr Momodou Camara, the staff representative on the board be terminated with immediate effect. But the staffers said they are hoping that the president “will be guided by wisdom” to reconsider his stance in order to come up with a balanced and fair judgement in the best interest of the country. The staffers also alleged that Manjang’s “unsubstantiated claim of making an operating profit of D82 million has now come down to D21 million as per ongoing audit report and that by the time the report is finalised, the figure might further go down”. Manjang resumes work on Tuesday after missing work for over a month. He was suspended together with Momodou Camara, the SSHFC staff rep, following an investigation into the saga.
