The 239 candidates vying for seats in the National Assembly election of 6 April 2017 have started campaigning in their respective constituencies. The official campaign period will run until 4 April 2017.
There are 53 constituencies to be contested.
According to the Independent Electoral Commission’s list of candidates, the former ruling APRC party fielded 29 candidates, and is not contesting in 24 constituencies.
In the Banjul Administrative area, the APRC has no candidate in the Banjul North constituency. In Kanifing Administrative Area, the APRC did field a candidate in Jeshwang constituency. In the West Coast Region, APRC did not put up a candidate in Brikama North constituency.
In the Kerewan Administrative Region, the APRC did not put up any candidate in all the seven constituencies in the region.
In Mansakonko Administrative Region, the former ruling party also did not field candidates in the constituencies of Jarra West, Jarra East, Kiang East, Kiang West and Kiang Central.
In Janjanbureh Administrative Region, APRC has no candidates in Niamina West, Niamina Dankunku, Lower Saloum, and Niani.
Also in the Basse Administrative Region, APRC has no candidate in Tumana, Sandu, Wulli East, Wulli West and Kantora.
On the other hand, the United Democratic Party (UDP) has fielded 44 candidates countrywide; the National Reconciliation Party (NRP) fielded 24 candidates; the People’s Democratic Organisation for Independence and Socialism (PDOIS) has candidates in 22 constituencies; the People’s Progressive Party (PPP) 14 candidates; the Gambia Moral Congress party (GMC) fielded 5 candidates; the GPDP 4 candidates; the NCP 3 candidates, and the Gambia Democratic Congress (GDC) of Mamma Kandeh fielded candidates in 52 out of the total 53 constituencies; Foni Kansala constituency is the only place where GDC did not put up a candidate. There are 12 Independent candidates for the April 6 election.
Meanwhile, IEC officials are urging both candidates and supporters not to use abusive language during and after the campaign.
“They should inform their electorate on their political agenda,” the IEC stated, while calling for peace and tranquility to prevail.
Meanwhile, The Point newspaper encourages all candidates to use the medium for interviews to sell their political agenda.

Nomination of candidates for the April 6 National Assembly elections has passed off without incident and the campaign has already begun. The nomination has produced a record number of 239 candidates for 53 constituencies, or 4.5 candidates on the average contesting each constituency. Not a single seat is left uncontested unlike in the past when certain candidates are unopposed.
As far as gender is concerned a lot has to be done, only 16 out 239 candidates are female.

EU election observers deployed across country By Kaddijatou Jawo

European Union Chief Observer Miroslav Poche yesterday bade farewell to 14 long-time observers (LTOs) from the European Union Election Observation Mission’s (EU EOM) headquarters in Banjul to their respective areas of observation across the country.
The deployment ceremony was held yesterday at the Ocean Bay Resort in Cape Point, Bakau.
In accordance with the EU standard observation methodology, said Poche, it is important for each EOM to have long-term, country-wide approach enabling a full and sustainable analysis of an election not only in the capital, but also in the regions.
The 14 long-term observers drawn from 13 EU member-states and Norway were deployed on 21 March in multinational-teams of two throughout the country, he said.
He noted that the role of LTOs is decisive in helping the mission to form a balanced and comprehensive view of the elections across the country, as LTOs assess what happens at the regional level while core team members analyze what takes place at the national level.
“You will personify the mission in the field, and your consolidated finding will become an essential part of our overall assessment of these elections,” said Mr Poche.
The EU decided to establish an election observation mission for the parliamentary elections, following an invitation from the Independent Electoral Commission of The Gambia.
Fourteen short-team observers will join the mission on 1 April, primarily to observe proceedings on election day, the chief observer disclosed, adding that in the days leading to the elections, a delegation of the European Parliament will also be integrated into EU EOM, as well as locally-recruited short-term observers from EU members states’ embassies accredited to The Gambia.
Around election day, he continued, the mission will comprise up to 50 observers drawn from the EU members states, as well as Canada, Norway and Switzerland.
Prior to their deployment, the EU EOM LTOs received comprehensive briefings on a wide range of issues, including the electoral process, the political environment and the media landscape.
The mission operates in accordance with the “Declaration of Principles for International Election Observation, “adopted under the auspices of the United Nations in 2015, and the observers are bound by a code of conduct that “assures strict neutrality and impartiality in the course of their duties”.

A UNIQUE ELECTION THAT MAY YIELD INTEREST RESULTS

This national assembly election is unique in many respects compared to past elections.
In the first place, it is expected to be the freest, with little or no involvement of governors, chiefs and security forces to influence the outcome of the election.
The Independent Electoral Commission is free from any pressure from the executive, which has enabled it to become more decisive in its decision. Needless to say, the experience of the recent presidential election has emboldened the Commission.
Members of the Coalition have failed either to have independent coalition candidates or any meaningful tactical alliance. This has given rise to a new situation where all political parties are testing their strengths in the first ever election after the demise of the Jammeh regime.
By Friday all results will be known. We will then know how the political forces will align themselves and map a way forward.

Mr. Alieu Momarr Njai has assured the election observer community that the counting of the results would be on the spot and the media has a role to play by transmitting the process as it unfolds.
The Independent Electoral Chairman made this statement at the briefing of observers on Monday 3rd April 2017 at Paradise Suites Hotel ahead of the 6th April parliamentary elections, which was well attended by both local and international elections observers, (ECOWAS, AU, EU ) to name a few. He indicated that his institution’s motto is Fair-play, Integrity, and Transparency; that polls will open at 8am and close at 5pm, but if voters are in the queue at 5pm they should be allowed to vote. “Our electoral system is second to none in terms of its transparency, credibility, fairness and accuracy. NO ONE CAN RIG IT!!!” He noted that spot counting will be witnessed by IEC officials, party agents, polling agents, donors and observers.
“During this session, our able officers here will demonstrate to you the whole voting process, from A – Z. You will then see for your very-self come Thursday 6th April during your visits to the various polling stations country-wide that our voting system is fool-proof; tamper-proof and rig proof! COUNTING IS DONE RIGHT THERE AND THEN ON THE SPOT! The Media therefore have a pivotal role to play in this very crucial exercise by transmitting the process as it unfolds”.
He said during the four days in which the nominations were held, 239 candidates were nominated and one has since withdrawn. There are 886,578 registered voters and 1,422 polling stations in the country and the breakdown is as follows: Banjul Administrative Area, 35 polling stations, 22,731 voters; Kanifing Administrative Area 287 polling stations, 199,957 voters; Brikama Administrative Area 427 polling stations, 281,115 voters; Kerewan Administrative Area 183 polling stations, 101,717 voters; Mansakonko Administrative Area 90 polling stations, 49,198 voters; Janjanbureh Administrative Area 207 polling stations 116,675 voters and Basse Administrative Area 193 polling stations, 115,185 voters.
Njie remarked, “One Hundred and twenty-two Assistant Returning Officers have been hired to work in the 53 constituencies countrywide. Counting will be done at the polling stations at the close of polls. There are seven collation centres. Five thousand four hundred and sixty-two polling staff will be contracted to man the polling stations”.
Mr. Njai stated that the Gambia’s Independent Electoral Commission is established under Chapter 5, Section 42 of the Constitution of the Republic of the Gambia, and it is mandated under the Constitution and Electoral Laws with: the registration of political parties; the conduct and supervision of the registration of voters for all public elections and referenda; the conduct of the Election of a Speaker and a Deputy Speaker; ensuring that the dates, times and places of public elections and referenda are determined in accordance with law and that they are publicized and elections held accordingly; and the Commission shall announce the results of all elections and referenda for which it is responsible. He noted, “The results of each of the 53 Constituencies must be collated at each of the 7 Administrative Areas before being announced by the Returning Officer and transmitted to me for announcement over GRTS. I cannot therefore announce any other result different from the actuality”.
The IEC Chairman, Njai noted that the IEC since its inception in 1997 has conducted four Presidential elections, three National Assembly elections and three Local Government elections and several by-elections for the National Assembly and Local Government. The fourth National Assembly Elections under the IEC’s purview is slated for Thursday 6th April 2017.
The IEC chairman said presently, there are nine registered Political Parties with the Commission and they are: Alliance for Patriotic Re-Orientation and Construction (APRC), United Democratic Party (UDP); National Convention Party (NCP), National Reconciliation Party (NRP), People’s Democratic Organisation for Independence and Socialism (PDOlS), People’s Progressive Party (PPP), Gambia Party for Democracy and Development (GPDP), Gambia Moral Congress (GMC) and Gambia Democratic Congress (GDC).
He also acknowledges the support made by ECOWAS, UNDP and the European Union as it has come at a time when help is really needed.

Gambians vote in first post-Jammeh poll

Gambians have begun voting for members of their one-chamber parliament in the the first polls since Yahya Jammeh left power after more than 22 years.
Under Mr Jammeh, the National Assembly was frequently ignored as the president enacted executive decrees without consultation.
Expectations are high that under the new president, Adama Barrow, parliament will play a key part in lawmaking.
Mr Barrow has pledged to carry out political, security and media reforms.
As part of his proposed reform, he is setting up a truth and reconciliation commission to investigate abuses committed under Mr Jammeh's rule.

APRC, UDP supporters clash in Sibanor

On Friday, a day after the National Assembly election, a group of APRC supporters from Sibanor and satellite villages clashed with the supporters of the United Democratic Party in Sibanor village, Foni Bintang. The APRC supporters converged at the compound of Momodou Camara, the APRC candidate in Sibanor to celebrate their victory in the just concluded April 6th Polls. During the celebration, it is reported that jubilant fans of APRC in their numbers attacked, by chanting abusive and foul languages towards the opponents to an extent of stoning in the compounds believe to be belonging to UDP supporters. Eye witnesses said the situation provoked violence and efforts were made by the police Chief of Operation, CP Landing Bojang and Sibanor Police officers to stop the violence but remain futile. Police PRO, Foday Conta, said the situation prompted the police command in the region to send in the Police Intervention Unit for re-enforcement. “In the process, 26 people were arrested among them were 3 women, two Prison Officers, one infantry soldier from Fajara Barracks and two UDP supporters,” he said. He said two UDP supporters, who sustained injuries as a result of the stoning, were escorted to the health centre by the police, treated and discharge. The 24 APRC supporters are charged with 3 counts: assault causing actual bodily harm, prohibition of conduct conducive to the breach of the peace contrary to Section 9 of the Public Order Act and Willful Damage to Property. The 2 UDP supporters are also charged with two counts: criminal trespass and prohibition of conduct conducive to the breach of the peace contrary to Section 9 of the Public Order Act. The police PRO said for security reasons, the suspects were transferred to the PIU headquarters in Kanifing for detention and further investigation into the matter. Conta said the Office of the IGP warns the general public to abstain from trouble and avoid taking the law into their own hands. “That whatever the case might be, people must be law abiding and report matters to the police for proper dispensation of justice. The law is here to stay and the police will continue to enforce it to the latter,” IGP’s office said. |

The Ministry of the Interior through the Office of the Minister wishes to inform the general public that there will be an emergency stakeholders’ security summit today at Sibanor village in the West Coast Region. This summit will take place at the Sibanor Police Station grounds starting at 1pm. The Office of the Interior Minister, in consultation with the Ministry of Regional Administration and Lands, has invited all district chiefs, alkalolus, community leaders, women leaders and youth activists in the Fonis to this event. It’s imperative that traditional and community leaders attend and participate at this important event. Meanwhile, the Ministry of the Interior encourages all Gambians to promote peace and stability, and those who wish to celebrate their electoral victory should do so within the spirit of tolerance, good neighbourliness, the rule of law and respect for democratic values.

Interior minister calls for peace in Sibanor

Interior Minister Mai Ahmad Fatty has called for peace and tranquility in Sibanor village in light of recent clashes between a group of the former ruling APRC party supporters and militants of the United Democratic Party (UDP).
The minister made this statement yesterday in an emergency stakeholders’ security summit at Sibanor village. The gathering brought together district chiefs, alkalolou, governors and community leaders and youth activists.
“Let’s maintain peace and harmony in the new Gambia; Adama Barrow is the new president and we have to accept the government of the day like in previous times,” Mr Fatty said, adding that people, irrespective of political affiliation, need to work together for the benefit of The Gambia.
He further urged the people of Foni Bintang to maintain law and order at all times as the new Gambia is headed by people who are bent on maintaining, safeguarding and upholding of the rule of law to the fullest.
The minister thanked the Police Intervention Unit for their swift response and also thanked the heads of communities and villages for responding to the call of reconciliation in Sibanor.
Fatty told the gathering that the defeated UDP candidate of Sibanor, Foni Bintang constituency, Assan Jobarteh, has been selected by Adama Barrow as one of the five nominated members in the National Assembly.
“The president has selected Assan Jobarteh as a nominated member; the people of Foni Bintang are lucky because you have two representatives in the National Assembly and this should bring you even more together,” he said.
In his remarks on the occasion, the minister of local government and lands, Lamin Dibba called on the people of Foni to drive the spirit of tribal politics out of The Gambia as it is very destructive to the development of any nation.

We would like to congratulate all our people for electing new parliamentarians, in a spirit of peace, harmony and love, save for some snag in the heat onto the voting day. We also congratulate those elected and are hoping that they do what is expected of them. The electorate would really expect them to look at the people’s socio-economic lives, to pressure the government of the day to build roads, electricity and water supply, to improve the health, education and communication sectors, among other key areas of national development. We know the current regime is facing serious financial constraints, as it has been reported that government coffers “are virtually empty” since former President Jammeh was alleged to have embezzled 82 million Euros from the state coffers. We are also expecting the new parliamentarians to act on behalf of the people that elected them and not to be rubberstamp. There are some important draconian laws which are not in conformity with our democratic principles. The just concluded parliamentary election, with the new Gambia, has paved the way to strengthen our democracy. Each and every political party should have measured its weight by now and their leaders should be prepared to work hard for the people to ensure political maturity, social cohesion and economic growth and development in The Gambia. This is why they have been elected by the people and not to turn out to be lords over them, or in other words ‘gold diggers’, feeding like vampires on state resources to the detriment of national development. Politicians need political base and structures, as well as to act in accordance with the law. It is not merely during campaign, when vote is needed, that politicians should try to be or reach out to the people. The APRC was annihilated in the elections because former President Jammeh was accused of human rights abuse, such as killing people and embezzling public funds. This has contributed enormously to the downfall of the APRC party. The success of the United Democratic Party (UDP) in becoming now the largest political party is as a result of the fact that their leader, Ousainou Darboe, and his party members and supporters made a lot of sacrifices including challenging the former regime to bringing about political reforms and stopping human rights abuse. We also commend the Chairman of the Independent Electoral Commission, Alieu Momarr Njai, and his team for a job well done in both the presidential and parliamentary elections, as this time around, all the results of the National Assembly elections were announced within 24 hours. This has put The Gambia on the map again and projected its democratic pattern and electoral system as a case study for other African countries to emulate. Now that elections have passed, the new government in the new Gambia should work hard to deliver the goods and live up to expectations. They should try to encourage more investors into the country to have in place lucrative investments that would create more jobs. The government should also try its level best to solving the country’s energy challenge. Government funds should also be used in the right direction, even as it sets up a commission of enquiry to rectify the misdeed of Yahya Jammeh. On the other hand, it is natural to note that things would not be rosy at the initial stage of steering state affairs, especially considering the circumstances leading to the new dispensation. Therefore people should also be patient, give their support and advice; rather than criticizing without objectivity. Let’s work and pray for peace, national unity and reconciliation, as the AU and UN said over the weekend. The special representative of the UN Secretary-General for West Africa and the Sahel, Dr Mohamed Ibn Chambas, has urged all Gambians, especially stakeholders in the political realm, to put the national interests above all other considerations. This should be the spirit and focus of all Gambians as the Barrow government moves ahead with the national reform agenda, responding to the legitimate expectations of the people. The AUEOM has also called on the government to focus on national reconciliation in view of the events of December 2016 to January 2017. It encourages the people of The Gambia to tow the path of peaceful coexistence with respect for religious, ethnic and political differences.

THE IMPLICATIONS OF THE NATIONAL ASSEMBLY ELECTIONS RESULTS

The 53 seats of the National Assembly are now filled on party lines. Analysis of the results reveals a fragmented electorate. The national unity that the coalition aimed to build is now put into question as conflict and arrest take the upper hand in Foni and elsewhere.
Let us take the results of the Serrekunda West Constituency for analytical purposes. The UDP polled 4367 votes, the APRC 4189 votes, the PDOIS 3671 votes. The 4367 votes of the winner could not be compared to the combined votes of the other contestants amounting to 10,297 votes
At the moment the UDP has 31 seats and the other seats are occupied as follows: NRP 5, APRC 5, GDC 5, PDOIS 4, PPP 2 and Independent 1.
Of course no single party has three quarters of the seats to be able to amend the constitution unlike the national assembly which is just ousted. In the sane vein no single party has two thirds majority to be able to impeach the president.
In short, the results of the elections have not provided any relevance in legislative terms that could promote the agenda of any single party in the national assembly. What it simply shows is that some parties have more seats than others.
The results also have not shown that any party could have a grip of the presidency after the transition.
Voter apathy as predicted is evident. In short, the spirit of building a coalition on a nonpartisan foundation is lost. Maximum effort would have to be made again to put the pieces together again so that those who truly believe in the spirit of building a foundation for the slogan “one Gambia, one nation, one people” will be able to pursue their goal. All is not lost if we entertain national dialogue to promote good governance, respect for fundamental rights, prosperity and justice for all.
