NA inserts almost D5 billion debt service into Bill

The minister for finance and economic affairs, Hon. Abdou Kolley tabled a motion before deputies on the 28 December, 2015 at the National Assembly to include head 50 in the Appropriation Bill 2016.

He stated that head 50 (National Debt Service) has been inadvertently omitted from the Appropriation Bill, 2016 at a tune of D4,986,196,617 (four billion, nine hundred and eighty-six million, one hundred and ninety-six thousand, six hundred and seventeen dalasi) which will bring the total budget to D12,226,486,699 ( twelve billion, two hundred and twenty-six million, four hundred and eighty-six thousand, six hundred and ninety-nine dalasi). The minister expressed deep regret for the omission and told the Assembly that the motion was meant to rectify this. He proceeded to move the motion.

Hon Fabakary Tombong Jatta, seconding the motion said the Appropriation Bill that adopted the Bill stopped at 29, and the omission is head 50. “I want to assure you that this bill has already been approved. It is only during the extraction that head 50 was omitted. I urge you all to approve it,” he told his fellow members.

IN 2015 BUDGET IEC WAS ALLOCATED D9 MILLON AND CELEBRATIONS D100 MILLION

2016 is an election year. In 2014 the government spent 99.2 Million on celebrations. The Independent Electoral Commission was allocated 9 Million Dalasis. In 2015, 100 Million was allocated for National celebrations. IEC was allocated 9 Million Dalasis. 2016 is an election year. One expects expenditure on the registration of voters and conduct of Presidential Elections. Celebrations receive an allocation of 50 Million dalasis while IEC is allocated 42 Million Dalasis.

The country is going through austerity because of a domestic debt burden of 20.7 Billion dalasis . However, in the past two years when the debt burden worsened to the extreme the country spent almost 200 Million dalasis on celebrations. How many learning materials could this sum have provided? How many packets of drugs could we have bought? How many labour saving devises, water facilities, etc could they have made available?

Every government has priorities. Celebrations are certainly of least priority in a period of austerity.

NO MENTION OF PROGRESS MADE IN IMPLEMENTING VISION 2016 IN THE BUDGET SPEECH

The most important declaration made by the Government in recent years is the promise to ensure self sufficiency in rice production by 2016.

We had looked at the statistics and told the Nation that we imported 140,000 tonnes of rice in 2014 while we produced only 46,000 tonnes. We observed that the estimated consumption need for the country is 200,000 tonnes. We argued that over 150,000 tonnes would have to be added to the current production in two years to achieve the goal of self sufficiency in rice production.

This is why we argued that Vision 2016 was an unrealistic dream.

No wonder the Minister of Finance did not even bother to give a progress report on Vision 2016 in his budget speech.

One could however read in between the lines to know the reality. He said 57,087 tonnes of rice was produced in 2015.

This is why the government had to abandon its plan to stop the importation of rice. Realistic plans are based on facts and not mere wishes.
