Sabally appointed SG of ruling APRC party

The secretary general, head of the Civil Service and the minister for Presidential Affairs, Hon. Momodou Sabally has been appointed as the secretary general of the ruling APRC party.
Sabally whose appointment took effect yesterday was confirmed in a press release issued by the Office of the President Wednesday evening.
Below is the full text of the release:
The general public is hereby informed that Hon. Momodou Sabally, Minister of Presidential Affairs, Secretary General and Head of Civil Service has been appointed Secretary General of the ruling Alliance for Patriotic Reorientation and Construction (APRC) party, with effect from today, 9th October, 2013......

Can somebody please explain the significance of this reshuffle in words that a non politico can understand ?. Now there is a challenge for a politico,will any have the courage to enlighten me ?......... Lets see   |

It's just our government mixing apples and oranges advertently or inadvertently. Here is a guy who is currently the Chief Civil Servant in The Gambia. That alone disqualifies him from becoming a minister as long as he continues to keep that office as it is against the code of conduct on the political neutrality of the civil service. In essence, him doubling as a minister, a politician, and tqhe head of the civil service and Secretary General, a public/civil servant, has blurred the line between the civil service and political offices. It's just like Sir Bob kerslay being appointed Minister and Chief Executive of the Conservative party while still keeping his job as head of UK's civil service. Inconceivable, isn't it??
To add insults to a gaping wound, he's got another job now; the administrative head of a political party. Again, that does not only contravene the civil service code of conduct, it also blurred the line between the state and the ruling party.

Thanks Nyarikangbanna,confusion still exists in my brain, never mind it's Gambian Politics, even more confusing than politics in the western world one thing they appear to have in common is just talk and talk and ta.......................remember when you are a politician you only accept personal responsibility for any action if it works.,if "action" does occur and is unsuccessful blame someone else OR if it is successful accept all the praise and glory. |

Seriously though Nyarikangbanna,please concern yourself no further I cannot really get my head around much of Gambian thinking ,Today I did by accident come across the following quote at the end of this article in the Point today,http://thepoint.gm/africa/gambia/article/a-worrying-situation-in-our-backyard-2 Quite apt I think:

Toubab, all that is saying is that there is a difference between 'the government' and 'the state'.The government is appointed by the people to serve as an agent of the state for a specific period, usually five years. it's not permanent and does come and go. They craft policies that directs the affairs of the state.
On the other hand, the civil service is permanent and does implement the policies of the government. The law requires that such policies be implemented equitably and without political prejudice or bais.
For the same reason, somebody already in government, i.e. a minister, cannot be part of the civil service or verse versa for otherwise there would be a conflict of interest that might potential lead to public service to being delivered in a manner that is neither just or equitable. For example, a minister who is also a civil servant like Sabally, may act adversely against a citizen who has not voted for his party. Like wise, a civil servant who is also a minister like Sabally may have his judgement clouded by partisan politics when exercise his civil service role. That is why a clear line is always drawn between a government and the civil service to avoid a potential conflict of interest. It is for the same reason tha a civil servant is prohibited from engaging in an open partisan politics. These are fundamental public service ethics that must be preserved at all times.

REVOKE THE DECISION AND RESPECT THE CONSTITUTION
A Press Release has been issued to indicate that the Head of the Civil service has been appointed the Secretary General of the APRC. Let us be precise and concise to state that this decision is grossly unconstitutional and should be revoked. Section 170 of the Constitution states without any ambiguity or ambivalence that ”a person holding an office in the Public service shall not hold office in any political party” The Attorney General should be consulted for advice.

The president of the Republic, His Excellency Sheikh Prof. Alh. Dr. Yahya Jammeh, acting under the provisions of the constitution has relieved Momodou Sabally as the minister of Presidential Affairs, secretary general and head of the Civil Service and replaced him with Abdoulie Sallah, former secretary to Cabinet effective, Tuesday, 1st July, 2014, the Presidency announced yesterday.
The full text of the release reads: “His Excellency the president of the Republic of The Gambia Sheikh Prof. Alh Dr. Yahya A.J.J. Jammeh, acting under the provisions of section 71(4) (b) of the constitution of the Republic of The Gambia, has decided to relieve Mr. Momodou Sabally of his Cabinet appointment as minister of Presidential Affairs, secretary general and head of the Civil Service with effect from Tuesday 1st July 2014. In the same vein, His Excellency the president of the Republic of The Gambia, Sheikh Professor Alh Dr. Yahya A.J.J Jammeh, acting under the provision of sections 71(1) and 71(3) of the constitution of the Republic of The Gambia has made the following appointments. Mr. Abdoulie M. Sallah as minister of Presidential Affairs, secretary general and head of the Civil Service with immediate effect and Mr. Momodou Sabally as minister of Higher Education, Research, Science and Technology with effect from 1st July 2014”.

Sabally removed, Balla takes over as ruling party SG

The president of the Republic and chairman of the Alliance for Patriotic Reorientation and Construction (APRC) has removed Momodou Sabally as the secretary general of the ruling party and replaced him with Bala Garba Jahumpa, minister of Transport, Works and Infrastructure.
A news release from the Presidency also announced that Jahumpa will be assisted by the Basic and Secondary Education minister, Fatou Lamin Faye.
The full text of the release reads: “The Office of the President hereby informs the general public that, His Excellency, Sheikh Professor Alhaji Dr. Yahya A.J.J Jammeh, president of the Republic and chairman of the APRC, has decided to relieve Hon. Momodou Sabally of his position as secretary general of the APRC. In consequence, His Excellency, the president and chairman of the party, has decided to appoint Hon. Bala Garba Jahumpa, minister of Transport, Works and Infrastructure, as secretary general of the APRC. Hon Bala Garba Jahumpa will be assisted by Hon. Fatou Lamin Faye, minister of Basic and Secondary Education, as deputy secretary general of the APRC.”
