As matters stand in the Gambia today, NO. The president of the Gambia does not have to win by a majority of votes, but only a plurality of votes is enough. One vote lead could enable him form a govt. with or without a majority in parliament (which he can dismiss anyway). If it were the Gambia's system, David Cameroon would be declared to have won (perhaps with a lanslide-that is an easily used word in Gambia )... I think. Could be wrong, so let's hear from the politicos.
