Sudatel paid millions of dollars in bribes to win cell phone license in Senegal: report Monday 3 May 2010 Send
May 2, 2010 (WASHINGTON) — Sudan’s telecom company, Sudatel, paid some $40 million to bribe Senegalese and foreign lobbyists in 2007 in order to get a cell phone license in the western Africa country of Senegal, a local press disclosed this week.
Sudan’s telecom company HQIn 2007, Senegal had decided to issue a license to the country’s third mobile network operator and called on international firms to come forward with offers detailing the technical and financial aspects of the proposal.
Sudatel, which is 26-percent state-owned, at the time hired Arab and unidentified U.S. lobbyists to help win the contract. The operation had been managed by three individuals: Hussein Abu-Basseet, Hamza Al-Hassan and Abdel- Aziz Osman, according to the weekly Senegalese magazine La Gazette, in its edition of this week
These three people have managed on behalf of Sudatel to convince the authorities to award them Senegal’s third mobile license .
Sudatel won the reportedly $200 million license from 11 other competitors, including the Kuwaiti-owned Zain and Bintel of Saudi Arabia.
The agreement between Sudatel and its lobbyists provided for payment of a commission of $10 million for American and Arab “experts” who conducted the transactions, while the Senegalese partners received $30 million.
A Senegalese company, The Red Sea, an offshore company whose headquarters is based in Dubai was the main beneficiary of the commissions paid. Informed sources said the firm is headed by a son of the President Abdoulaye Wade.
The magazine said that around $100 million of the contract was transferred by Sudatel to the United Arab bank based in Abu Dhabi with Red Sea firm as the beneficiary while another $100 million was sent to Central Bank of West African States - BCEAO.
La Gazette alleged that the U.S. consultants had been paid while the Arab partners who did not receive their commission, lodged a complaint in 2008 before a court in Dubai against this Senegalese holding firm asking for disbursement of $10 million or its equivalent in UAE Dirhams.

Shaka, cell phone business is a gold mine in Africa nowadays. Just look at our own country where the compete in dishing out the crumbs in the name of social responsibility. |

| Indeed Momodou. Can you imagine $100 million of poor Senegalese money diverted to the private bank of the President's son. Not even 1, 3 or 10 million dollar but half the amount of this transaction excluding bribes. Damn, these vultures are merciless. Can you imagine what that money can do for poor Senegalese folks. This is pure evil!! These people deserved to be hanged. |

We all know President Wade, his S.O.B son and his clones are an evil and greedy lot. These people run Senegal as if it is their Kingdom. He is far too busy lining his pocket and that of his selfish son's with the Country's funds whilst his people live in hardship. Not only is he doing that, he is also trying to steal the land of the Serere - Saffene whom have inherited their land from their forefathers. These people are farmers. They have been farmers for generations beyond memory. Their land is not only a means of making a living for themselves and their families, but they also have a strong spiritual affinity to the land. If this evil man thinks he is going to get away with it he got another thing coming. The Serere bourgeoisie regardless of whether they are Saffene or not –, are certainly not going to seat and watch this evil man seize the lands of the Saffenes and sell them off to the highest bidders - to be turned into apartment outlets. The Saffenes produce a high percentage of the domestic food output. This will not only affect the lives of the Saffenes but it will have an adverse effect on the Country's food production. Africa is unfortunately led by a bunch of Nazis [not all but many are]. The sooner this man and his family disappear from the face of the earth the better. |

| The Wade family just drive me nuts Tam. The Sereres must feel equally sickened that one of their sons could be driven to such insatiable personal greed at the expense of the Senegalese people. For an intellectual of such high calibre with so much expected from him, Wade is the most dissapointing current sitting African President. |

Wade is not Serere. The surname Wade can never be Serere. His predecessors were Sereres but he is not. Apart from that, I agree with everything you say. |

We are known for having a short fuse. Sorry I should have been more delicate. It was not directed at you. I am just so bloody annoyed with this evil president and African leaders like him. Who give him the damn right to try and steal people's land that they have inherited from their forefathers? Since 2003, this wicked man and his clones have been trying to turn the lives of ordinary people upside down. If he thinks he is putting two fingers up to the Serere bourgeoisies he is fooling himself. This stupid land reform will affect everybody. Most of these lands fall within historical sites which need to be preserved and not turned into greedy commercial ventures. The only people to gain from this are: himself; his family; his clones and investors. Africa is poorly represented by many of its leaders. Just look at what happened to Half Die in Banjul. Many historical compounds were brought down merely for a stupid port. Instead of working with the local people and trying to preserve Gambian Historical houses, they were simply demolished. Those historical houses were part of our history -now Half Die is practically unrecognisable. I don't want to accuse Wade of tribalism but many of his actions against the Sereres show his dislike for the Sereres. He has got rid of many Sereres from his cabinet and replaced them with people who have little education or exaggerated claims about their academic qualifications. His latest antic against the Sereres is now this stupid land issue. He is a wicked man and the sooner he goes the better. |
