This from The Observer,I see some problems looming, but Hey what do I know ? I am not in the Administration.
http://observer.gm/africa/gambia/article/an-unacceptable-act
Friday, 22 January 2010 Editorial
Daily observer has reliably learnt that some landlords along the country#146;s commercial epicentre-Kairaba Avenue, are charging foreign currencies, the US Dollar to be precise for letting out shops. There are also reports that some landlords within the Greater Banjul Area are charging exorbitant amounts for rent and most often do insist that tenants should pay in bulk; for instance paying an advance of six months, one year, or more. As a media outlet with a mission to ensure that The Gambia becomes a decent society where there will be zero tolerance for domestic oppression, exploitation, and marginalisation, we wish to bring to the attention of the authorities that such a conduct is not only unacceptable but also contravenes the 1995 Rent Decree. It also has the potentials to ruin our economy.
The Dalasi is the legal tender of this country; the law demands that it is the only recognised currency that should be used in all forms of buying and selling and other business-related activities in the country . Anything contrary is a flagrant and total violation of the laws of The Gambia, especially those governing monetary operations in the country. Why should some businessmen and so-called landlords refuse to accept the dalasi which is the legal tender in this country? The move is without doubt meant to defeat the spirit and pace of developments currently taking place in the country under the visionary and able leadership of the Gambian leader, President Jammeh, whose administration has seen the dalasi perform extremely well against other major foreign currencies like the US dollar, GBP among others as indicated in the 2010 budget speech delivered by the minister of Finance and Economic Affairs before members of the parliament.
The country has set in place numerous development programmes through initiation and implementation of Vision 2020, Poverty Reduction Strategy Paper, Millenium Development Goals among others; all these cannot be achieved in the absence of a strong and viable legal tender. The report about the alleged behaviour of these businessmen and landlords is totally uncalled for and completely against the spirit of peace, progress and prosperity as well as the hospitality of the country otherwise called the Smiling Coast of Africa and a haven for business investments.
The Central Bank of The Gambia and the Ministry of Finance and Economic Affairs are working extra-hard towards maintaining the dalasi as the only legal tender in the country, through which all business activities must be transacted. Any attempt to frustrate that effort should not be compromised. Furthermore, it should also be clear to landlords that the earning capacity of people varies. Tasking people to pay huge sums of money for house rent can only lead to exploitation and the act is against the 1995 Rent Decree and humanity in general.
Every human being has the right to shelter. Most often than not, the land lords who request exorbitant rent fees build their houses when it was the least expensive; such shylock acts would therefore deny the poor a decent housing and can force people into dubious activities just to meet tenancy demands. We should all remember that it is a collective responsibility to engender the country#146;s prosperity; in so doing activities that deny others the chance to excel should not be entertained.
The concerned authorities particularly the municipal councils and the central bank should conduct a thorough investigation into the matter and bring culprits to justice. We have gone far in our struggle for development; unscrupulous elements in our midst should not be allowed to taint the already existing humanistic environment. The government on its part is ensuring that development reaches every body#146;s doorstep; it is we the people who have to be each other#146;s keeper to that overall societal advancement can be achieved.
