Civil Servants Be Aware!


The Public service reform, under the guidance of newly established Public Service and Capacity Development Board, on Thursday, 12 November gathered at the Atlantic Hotel in Banjul to review the Civil Services Rules and Regulations.

Speaking at the opening ceremony, the Permanent Secretary Personnel Management Officer (PMO), Mr. Omar G. Sallah, said the Board seeks to bring about a comprehensively reformed Civil Service that is efficient, transparent, and accountable and able to design policies, implement programmes and deliver services to the citizens at national and decentrilised levels. According to Sallah, the Capacity Development Project, supported by UNDP, is part of the Gambian Civil Service Reform strategy, endorsed by the National Assembly on April 1 2009. He said the available funds for the Public Service Reform and Institutional Capacity Development Project (PSRICD) is about $1.8 million US dollars. The PMO Permanent Secretary said $1.45 million is from the Spanish DGTTF and 0.35 million from UNDP. He said the implementation process started in April 2009 and that five firms have been hired to conduct the following consultancy services:
- Capacity development mapping exercise for the Civil Service (IDSS- International Development Support Services).
- Feasibility study on the creation of Human Resources and Institutional Capacity Development Authority (FJP Management Engineering).
- Identification of critical capacity gaps in key government institution (Deloitte and Touche)
- Reviewing and updating of the legal and regulatory framework of the Public Services (FANA FANA Chambers).
- Formulation and implementation of the strategic planning tools to key government institutions (Emanic Consulting).
He said the successful completion of the above mentioned services is expected to contribute to the following output:
- Strengthen government strategic leadership and coordination of capacity development and public service reform.
- Development and implementation of short-term strategies and measures to address pressing capacity gaps, with particular focus on providing critical skills in selected strategic areas in key government institutions.
- Providing key public service institutions with the structures, human resources and system that will enable them carry out their functions efficiently and effectively.
The Permanent Secretary, PMO, also said that in addition to these consultancy services, the project is currently conducting a communication and sensitization strategy, such as: short radio spot message, banners, posters, weekly news letter and theatre show. These, he said, culminated in successful results.
Mr. Sallah disclosed that the Consultants have started their work and their reports will be validated and submitted to the government, hopefully by end of December 2009.
He finally stated that pension reform is part of the reform process, and a request by the Ministry of Finance and Economic Affairs (MOFEA) has already been submitted to the World Bank to fund a Study.
