Toubab, The constitution has been tempered with so much that it’s really difficult to know what functions these people have, apart from being the long arm of the APRC. We have recently seen the removal of an elected District chief Morro Jawla of Sami, and he is now replaced by an unelected who is chosen person by the local Governor of CRR. The local Governor is himself unelected. see http://www.gambia.dk/forums/topic.asp?TOPIC_ID=6008
The following is culled from from the version of the constitution at the web site of The National Council for Civic Education.
