Kondorong:if u dont mind can u forward your email addy to me via the forum.I have closely been following your contributions in this forum but i must admit that am really impressed with your contributions and would like to get to know you better.You are among the very few that i bother reading their contributionsI dont agree with everything u write but your writing skills and analytical skills are amazing.I must say that i really enjoyed reading your contributuion if am to be the president what i will do.Kondorong brilliant ideas and i wish the powers be in our country think in similar direction.But question is where will you generate the funds as you know our coffers are drained by jammeh madness.

You see Redeemer what we need is modesty in government. There is a lot of savings from travel which costs millions and millions of dalasis. We cannot maintain a presidential aircraft with crew fees running into 300,000.00 a month not to mention fuel, maintainace landing fees etc. The worst thing is that there are well trained Gambian pilots sitting in offices at Civil aviation whilst the president hires foriegn pilots draining our hard earned foreign currienies which only worses our balance of trade deficits. Why cant he utilise them since they have been trained by the tax payer.

2. Project funds will be utilised wisely and in the name of the people for whom it is intended. I will cut down the cost of buying expenxive cars which costs the government atleast 15 million dalsais a year under the current government because ministers change cars every six months on average with the average cost of a car being 750,000.00 each. Each car is enough to pay school fees for 1200 students in public schools yet we send many of these students to the streets because they cannot afford them. Gambia can afford free education to high school for all students if we want to. We are not that poor we only need good management.

3. Loans procured in the name of the gambia will go directly to this purpose. A baby born in the Gambia has more per capita debt than any other child in West Africa. Where has the money gone to.

4. We need to invest in value added industries and provide incentives like tax holidays which will attract jobs and which will increase revenue for the state.

6. Control flow of money in the Treasury department. There are a lot of leakages at Customs where millions of dalasis are lost to public employees.

7. Strengthen the office of Auditor General for financial prudence. Do you know that state accounts have not been audited under yaya's regime for more than 10 years now. What has happended to accountability and probity. This leads to corruption.

8. Ensure that good governance which includes repect for human rights and dignity is the norm and also have an independent judiciary. These are necessary to attract foriegn direct investment because a stable political climate improves confidence. Right now, with the attepted coup, many potential investors have already packed and looking somewhere else.

9. Invest in education and health which in the long run translates into skilled workforce that can be a source of a citical mass ready for nation buliding.We will invest 80% of training to the sciences and technology and not produce pen pushers who sit behind desk for 8 hours talking on the phone.

10. We will sell 60% of the shares of Nawec to attract direct investment in energy. Our greatest threat to national security is lack of energy and very expensive part of corporate expenses in the Gambia. We have one of the highest cost per kilowat of energy anywhere in the world. Too much for a struggling economy.

11. Civil servants will become more professional to be able to best do what they are hired for- serve the public interest without fear or favor. We will reduce about 20 to 25% of the size of the civil service because there are too many dead woods occupying space for nothing. If you cannot justify how you spend your 8 hours then your position will be scrapped. You must be productive for the duration of you work time.

Redeemer, having a proper management of the current funds will resullt in improved services. Right now nearly 40% of our recurrent budget goes to financing debts and remaining 60% of the budget is what we spend at home. You can see the debt burden already.

However the discipline must start from the top and arrogance will never be tolerated and fair play will be our slogan. We will build the gretaest democracy africa has ever seen and accountability will start from the executive. There will never be any sanctuary for those who hold positions of public trust.

There are many ways to raise revenue and build a nation. The above are meant to be examples and therefore not exhaustive and some areas had to be summarised for the purpose of the Bantaba. If Junkung can say that even his grandchildren will never be poor, then Gambian can devlop as we all expect it to be. There is too much corruption in high places and it is time we address it.

I hope others have a better view to addressing our problem as two heads are better than one in many cases.

This seems to be a writing of a wise man( economist).I always like you.But the problems are,in Africa i think there is some sort of magic in public service. Why is it that wonderful ideas cannot be materialsed? Almost after 41 years of independence noting seems to be working.

I wish you are back home(again) it is really going to be a challenge because it seems africans dont want good people.

Salimiana, an economist is some one who will tell you tomorrow why his programmes of today have failed.(laugh) I did some economics and did development studies. i must say i enjoy working with the rural folk in community programmes.

Our ideas have not worked because there is no political will to see you through. Politicians are good at one thing, that is getting votes. Thats all. That is why the civil service has to be independent to deliver the goods. This is why at question time in the house, ministers read from texts prepared by civil servants becasue they have the expertise and the know how on the ground. Question time is no more than talking to a permanent secretary through his minister.

Kondorong, i know you will not like to be an intellectual slave( cos yaya will tell you what to do) but really you are one of the brain drained.How can we afford to lose you? But i know when the dust settled down you will be back.Just a matter of time!

i agree with you Salimina, the problems are more or less the same in all the african countries. but seperately one thing i have also noticed is that lack of money is not always the problem but lack of cooperation to reduce costs and help each other. african countries try to outsmart (pretending to be 'superpowers' or good boys of Europe for the time being)each other. few years ago we all heard about NEPAD, it just ended up between Senegal/Nigeria and SA competing for it!!. perhaps the solidarity we see in the EU could go a long way.

i think HE Kondorong would be pleased to put you in his cabinet, just a fact to support your point (10), the price range is D5-D7 per KWh. at D30=$1 , that about US16¢ - US¢23!! the world average is US4¢. but again many factors play in , partly we produce all electricty from one fuel Oil.
