Well they serve at the pleasure of the President. Under the 1970 constitution, and subsequent revision, they are directly appointed by the President and he does not need concurrence of any body. So the President can hire and fire them just like the rest of the civil service.
Being retired personel, the PSC had never in its history challenge executive authority. They have never challenged the dismissals of civil servants even though under the Public Service Act and PSC Regulations and General Orders, procedures for disciplinary actions are clearly stated which laws have been approved by parliament.
As for an independent hand, be my guest. They can only do so if the office of the PSC is set up in similar manner to that of the Chief Justice and Auditor General.
Gibril Bright comonly known as G.O. Bright is a seasoned civil servant and was Abdou Ceesay's supervisor. I hope the two will bring their experience to bear. Certainly they know what is expected of them. Both of them infact revised the General Orders, and also had in puts in the Public Service Act.
G. O. Bright finally retired at the RVH as Hospital Administrator or some similar function.
The other two are retired Educationists. Dondeh had been for a long time director of vocational education and Mrs Auber former headmistress later senior officer at ministry of education.
I agree with you konds, there need to be independence of the Commission but they too(members) must be seen to be fair in their dealings wit the civil servants.
May be i need to qualify my posting. PSC only challenged the dismissal of one civil servant from 1970 to date. Dont ask me who. The dismissal was rescinded by the Executive.
