Agricultural Development Agency Bill Passed

Deputies at the National Assembly on Wednesday the 16th August 2006, passed a Bill, which seeks to transform the Ministry of Agriculture into the National Agricultural Development Agency.  In tabling the Bill before Deputies, the Secretary of State for Agriculture, Yankuba Touray, pointed out that Agriculture represents one of the must important sectors of the economy, accounting for about 25 percent of GDP and 75 percent of the Labour Force.  He indicated that the decline in agriculture is as a result of adverse climatic conditions, declining of International Commodity Prices and the Inadequate Provision of Domestic and Institutional Support Services.  These problems SoS Touray pointed out, have been further underpinned by the need to rationalise the Management of the Agricultural Sector. The Sector, he said, has been characterised by the lack of a clear defination and distinction of roles, description for all categories of Staff and the institutions themselves.  Touray went on to indicate that the Bill will create an apex Organization that is semi-autonomous for the delivery of Agricultural Services; that it also rationalised the existing Manpower of the sector both in terms of quality and quantity.  SoS Touray further told Deputies that it is envisaged that the National Agricultural Development Agency established under the Bill, will be more responsive to the need of the farmers by reducing the fragmented nature of the present directorates in order to concentrate the meager resources on farmers’ programmes.  In his conclusion, SoS Touray told Deputies that the Bill will also develop linkages with sectors such as Tourism, Fisheries and Forestry for better synergy in trying to achieve the Millennium Development Goals and Vision 2020.
