"Africa Democratic Republic of Congo: Kabila declared elected Tshisekedi The opponent claims to be President

The outgoing president of the Democratic Republic of Congo, Joseph Kabila was declared the winner of the presidential election Friday, December 9.

The outgoing president of the Democratic Republic of Congo, Joseph Kabila, has been appointed, Friday, December 9, winner of the presidential elections of 28 November by the Independent National Electoral Commission (INEC). His rival Etienne Tshisekedi was immediately proclaimed "president-elect," and first violent incidents have been reported in Kinshasa.

Joseph Kabila, first elected in 2006, won with 48.95% of the vote. He finished ahead of some 3 million ballots the opponent Etienne Tshisekedi, which totaled 32.33% of the vote, according to preliminary figures provided by the INEC three days late, and are unverifiable at present. These results must be validated by the Supreme Court of Justice (SCJ) which will designate the winner on December 17 final.

Etienne Tshisekedi, dismissing these results "en bloc" on Friday called for "calm" and "vigilance" in the antenna of the television channel France 24, "until I give a word of order in the events to come, "he added without giving details. Mr. Tshisekedi also refused to use the LSB: "This court is a private institution of Mr. Kabila. We can not do them the honor of using [the judges of the court]. It would recognize their some legitimacy. I never will, "said Mr. Tshisekedi.

INCIDENTS AND SHOTS IN KINSHASA

After the announcement of the victory of Joseph Kabila, incidents broke out and shots were heard Friday in parts of Kinshasa. Youth burned tires and threw stones at armed police were deployed in force in the city since Tuesday. Some looting was also reported.

Etienne Tshisekedi, who called the results Friday of "provocation [made] to our people" also appealed to the international community to ensure that "the blood of the Congolese people could no longer run on the soil of this country" .

JUSTICE "Intractable" in case of overflow

The camp had rejected Tshisekedi counts of INEC from the announcement of partial figures, 2 December, which gave Kabila in the lead. This challenge has fueled fears of violence after the end of a murderous campaign, a chaotic and glazed double voting irregularities as many foreign observers, as well as accusations of fraud (see the reaction of the Quai d'Orsay in box).

Sign of the anxiety room, Belgium, former colonial power, called for avoiding violence, while Paris has urged the Congolese authorities to "maintain public order while respecting the rule of law", not to mention zero share in his victory statement of Joseph Kabila. The UK has for its part says "concerned" about suspicions of "irregularities" and called the LSB to examine all avenues "quickly and seamlessly."

The CSJ has officially proclaim the winner on December 17, after treatment of any appeals and litigation. This court will be "impartial" and justice in cases of intractable post-election outbursts, said Friday the Justice Minister, Emmanuel Luzolo Bambi. "We can not prejudge the bias on the CSJ," he argued,. The new president elected for five years must take an oath on December 20.

Etienne Tshisekedi already challenged the interim results for the time being unverifiable, the president announced by the Election Commission Congolese December 2.

Joseph Kabila, CHIEF OF THE DISCREET power for ten years

Thursday, the humanitarian organization International Crisis Group (ICG) had sounded the alarm by saying the country "could plunge again in a major cycle of violence." ICG called on the UN, the African Union and the European Union to "send urgently a high-level mission to initiate mediation between rival factions and find an alternative solution to the crisis."

The son of a former rebel in arms became president, Joseph Kabila was installed in place of his father murdered in 2001 at age 30. Then he was first elected in 2006 president of the Democratic Republic of Congo in the face of Jean-Pierre Bemba, now on trial at the International Criminal Court.

From the outbreak of the war against Mobutu in September 1996, he joined his father and rebellious evolved in the shadow of James Kabarebe, a Rwandan soldier who will head the army after the accession of Laurent Kabila to power in May 1997. Bombed Major General Joseph Kabila from China for military training, but hurriedly returned because of a new rebellion in August 1998, the premise of a regional war that would last until 2003. After a difficult transition, he was elected in 2006 promising peace and reconstruction in their country ravaged by war.

Ubiquitous NATIONAL TELEVISION

Today, his followers call the "Rais" has certainly gained confidence, but remains far from overwhelming the image of his father, Laurent Kabila, who had ended thirty-two years of Mobutu's power . Kabila junior, he, instead of cultivating the mystery and this is very little in the media and the ceremonies outside Africa.

During the election campaign, with a big budget, he visited the eleven provinces. We have seen his face everywhere, on posters and declined on national television, who followed his every move. Early in his campaign, he said he was "sure" not to lose with a balance sheet, he said, "without false modesty, is positive."

His critics accuse him of running a "dictatorship", "a pseudo-democracy where the scheme has the flexibility to terrorize people," says a close rival Etienne Tshisekedi."
