National Assembly Adopts Reports on Accounts of Public Institutions 44 enterprises and agencies to be summoned

Reports of the joint committees of the Public Enterprises Committee (PEC) and the Public Agencies Committee (PAC) of the National Assembly on the 2000-2006 Accounts of the government of the Gambia and annual reports and Financial Statements of Public Enterprises/Agencies for the sitting 1st November 2010 – 23rd February 2011, was adopted by Deputies on Monday 13th June, at the Assembly House in Banjul.
The report was tabled by the honourable majority leader of the National Assembly, Fabakary Tombong Jatta, NAM for Serrekunda East Constituency. He explained the importance of the report by bringing key areas to the notice of the Assembly. He pointed out that the report emanates from the findings, opinions, conclusions and recommendations of the joint committees.
“This is the joint committee’s own report of its findings, opinions, conclusions and recommendation on the state of affairs of the accounts of the Government of the Gambia and aforesaid public enterprises and agencies to the president of the republic.”
The Serrekunda East NAM raised issues concerning the activities of all the public enterprises and agencies in the country and the recommendations of the joint committee. He said they would summon 44 enterprises and agencies that refused to appear to the Assembly to appear before the session. He noted that so far 32 enterprises and agencies were considered and adopted by the joint committee and four were deferred. He also mentioned that the former Managing Director of GPTC is still signing the documents of the company while working for other institutions which he condemned.
The report was seconded by the National Assembly Member (NAM) for Basse, Momodou Selou Bah, who said the report is prepared in the interest of the country. He started with the Social Security and Housing Finance Corporation (SSHFC) and its way of dealing with public employment. He said they are very much concerned about the wellbeing of employees in the country. He said they have lot of problems with those who have retired and find it difficult to get their money at the SSHFC. He said some people went on voluntary retirement due to illness or certain reasons and they are entitled to receive their benefits.
The Basse NAM told the Assembly that the management of Ocean Bay Hotel should report to the joint committee’s annual session because it is the employees’ money that is being put to service the hotel. He said they should be accountable to the people.
“They should face the joint committee to defend their actions,” said Honourable Bah.

While talking about the issue of The Gambia Public Transport Corporation (GPTC), Honourable Bah said it has an important socio economic role in the country. He said it was the most convenient transport Gambians has ever come across.
“The government through the Ministry of Finance should revive this important sector because transport is a very important sector in any vibrant development. The revitalization of GPTC is long over due.”
He said the NEA should work with the municipal councils.
Honourable Bah also mentioned that the Gambia International Airlines (GIA) has not been paying its company tax for a number of years. He said tax should be paid because the country cannot rely on grants. He said there should not be any compromise for any institution to pay tax. He said D89 million has escaped the country through expenses for flights. He said the Gambia is a signatory to the Interpol and they have seen others arrested abroad; then the same thing should be done to those who committed the same crimes in the country and ran away.
“D89 million has escaped the country through flight expenses and we want to see the documents to know whether it is true or not.”
However, after the comment of Honourable Bah the report was adopted by the National Assembly. Then the NAM for Kiang West stood to address the session. He commended the report and the great job that NAMs are doing in terms of accountability in the country. He said at least 75 percent of the report should be recommended by the government. He said, “We cannot spend all our time and energy on this document only for the government not to recommend it.”
He pointed out the SSHFC gave donations that are not reflected in the documents. He said there is no need for competition of donations because there is no place for them in the country. He noted that the IEC should come with (new) constituency boundaries. He said the GRA’s contract document for new buildings is not found and the amount is great. He also said the issue of GPTC is a concern.

“The joint committee noted with great concerns interest amounting to D270,099.03 (Two hundred and seventy thousand ninety-nine dalasi and three bututs) being per diem that were not retrieved and then the last line which I underline only recommends that management should desist from that malpractice immediately. This measure only is not enough and it could encourage others to do the same. They should not only desist from the practice but should be surcharged for it. This amount should be paid because the amount is not small as it could pay the fees of four students at the University of the Gambia doing any field of studies for a year.
GPTC
You see, we have to be repeating these issues as a form of emphasis to show how important certain issues are. The situation of GPTC is crucial. It is an incontestable fact that a proper public transport system in any country, contributes to poverty reduction because it helps to facilitate the movement of people from one place to another at a cheap rate.
We all know how GPTC, when GPTC was really GPTC, how people enjoyed travelling in this country at any time. We cannot leave GPTC in the state it is because GPTC must exist as its existence is in the best interest of the people of this republic and there is every means to make it exist. It must exist otherwise all the effort we are doing to reduce poverty will come to nothing.
Those who travel to Basse know what they are paying as fare on public transport and with a small suite case you are charged D125. So travelling is extremely expensive and the cost is increasing.
GIA
You see what I said here the other day. Some public enterprises give more importance to directives over law. . This particular public enterprise was implementing a directive over law and the directive was against the law. So you see anything in this constitution is above everything else. Any law that is against this constitution shall be null and void. So directives should not be taken more seriously when we are dealing with matters of law, the law establishes what the public enterprises should do and directives where so ever it may come from should not change that. To change that law, it must come to the National Assembly to effect the change and that must sink into the head of anybody management of a public enterprise. A directive that made it possible for a whole board of an enterprise to be put aside and a whole management to be put aside and one single individual to be managing that enterprise to the detriment of the fundamental interest of this republic for some years and then when the purpose was served the person disappeared with a huge sum of money which would have been used for the development of this republic; a directive putting aside a whole management and putting an individual to run the affairs of that enterprise to the detriment of this republic must not be brought here. That management contract letter must come here. That management contract letter must come because they said there is a contract management letter.

"Simple is good" & I strongly dislike politics. You cannot defend the indefensible.

No kobo you did not and for once you are right but you know what I can bet you would because you are NADD sick and I stand to be proven wrong. Any former legislator can be refered to his former title don't you know. Infact who told you that only MPs can be refered to as honourable? If that is so then our Gambia has so many un-honourables!
Besides we are talking about them here and am sure you would bring your cancer into nit to infect us all NADD NADD NADD.
