This happens every year I think it is a money making strategy for some guys in the KMC I don't know who but there is never a smoke without fire. I remember when I used to help my brother sell one night while comming from Bundung we nearly caught the guys responsible they fled in a white pick up and we reported it to the police one of us remembered the number plate and not even an arrest was made.
If your theory is right, MAYBE just MAYBE, SOME of the shopkeepers OWE KMC RENT,we havn't got any information as to the shopkeepers financial dealings with KMC (Why should we !)so any speculation is unfair.Bit like politics in a way I suppose
