GPU Should Clear the air as a Duty Bearer

The media is a very powerful instrument in educating, informing and entertaining the populace of every society. In pursuance of its watchdog role in society, the media keeps the society safe from the excesses of duty bearers.
However, the media must not ignore that it is a duty bearer. Thus, the conduct of individual media practitioners, media outlets and organisations should be subjected to equal media scrutiny.
In recent times, Gambian journalists, including those outside the country – both members and non-members of the Gambia Press Union (GPU) are raising a very significant question: What is holding the announcement of the congress date of GPU, which should hold since March 2011?
We hope the executive will not wait for any pressure or follow-ups to inform the public about the cause of the delay of the announcement of the congress date in the local media or hold a news conference.
As an umbrella body of the media fraternity in the country, it is important to note that GPU is also accountable to rights holders – journalists and other citizens who rely on the work of journalists to be informed, educated and entertained. It will be very unfair to overlook our own issues and make a giant leap to other affairs.

Self criticism for improvement is a good mechanism to set pace for proper accountability and transparency as a Union. Though the GPU executive has done quite well during its three year tenure of office, especially in capacity building of young journalists, self criticism should be looked upon as a positive thing, and not a tool for beating ourselves up.
It is only when we can impartially judge our motives and actions, we can overcome obstacles and weaknesses. The Union has undergone several trial and tribulations and it is still struggling to do more as the media environment remains unconducive.
Journalists should now be ready to stop looking at their own institutions being run without scrutinizing their actions in every step.
The questions from journalists as to when should the congress be held was bred by the lack of information on what was responsible for the delay. This further gave rise to the editorializing of a piece on the issue by an online newspaper.
We remind all journalists that it is our duty to constructively hold our own institutions accountable rather than grumbling in safe corners, whispering or speculating.
Lack of transparency provokes development of different individual perception about one thing in a speculating manner.
Journalists should also know that GPU is the only strong union for journalists in the country that needs their contribution in different ways to achieve the most admirable atmosphere for freedom of expression and that of speech.
Above all, journalists, as communicators should know that they should communicate to avoid rumours and speculations. Let’s criticise ourselves for what we should have done and have not done.

Dailynews Editorial GPU Addresses Concerns of Members Announces, Congress date

Following demands for Gambia Press Union (GPU) to announce the date for its triennial congress, the Union could be said to have now addressed the concerns of the many GPU members and non-members alike by not just doing that, but also released the programme schedule.
The Gambia Press Union executive has to be commended, not for what they ought to have done earlier, but for the manner this year’s congress is being organised.
Unlike previous congresses, this year’s will be a three-day event – 24, 25 and 26th June, 2011.
It is also observed that pertinent issues such as “strengthening the GPU; a Detailed Analysis of the Past, Current Situation, Action to Confront Future Challenges” among others will be discussed.
Discussions on these issues, which are very relevant and yet long overdue, will precede the election of the new executive.
We think that GPU executive has responded maturely without seeing all our critical views as contempt to executive members and our umbrella media body.
Always, duty bearers have a lot to gain when they accept responsibility.
The congress is another stage of history making process for the GPU as it shall continue to be a duty bearer as long as it exists as the Union of journalists in The Gambia.
It is said that for every important responsibility, there is accountability - the obligation to answer for responsibilities and confusing accountability with responsibility obscures the obligation to report on the discharge of responsibilities.
Since accountability is also the obligation of people in senior posts in organisations to answer to members of the organisations for what they intend to bring about, for whom, and what they contribute, we are glad that GPU has created room for the report of the treasures for transparency sake and those of other outgoing position holders.
The brisk action to announce the congress date has shown GPU’s capability to react positively to the demand of those who hold them accountable and even more transparently.
This is what every journalists want to witness at the congress and after the congress in the legitimate interest of journalism and The Gambia media in particular.

"We deplore the fact that you state, with authority that there is no word on the GPU Congress which was to have held in March 2011. All GPU members, or rather active members discussed this various meetings of the general body the last of which was held May 21, 2011 (records of the minutes of this are available at the Union secretariat upon request by members), and those in its executive, including advisors at home and in the Diaspora, are aware that the Union executive has set aside June 24-25,26 2011 for its Union "
