Blatant Plunder of Public Money by Mamburay Njie.

The Minister of Finance said over this short period of the outbreak of the pandemic he has allocated 1.2 billion dalasi through virement! The first was D500M to the Ministry of Health and the second was D734M for food aid!
All of this was done without going through the constitutional and legal procedures laid down. The Constitution is clear that when the budget is approved any other money that is to be used and which was not budgeted would require a supplementary appropriation.
Or unless if there was a Contingencies Fund which the Government would use without needing parliamentary approval since it would have been the National Assembly itself that would have made that allocation to Government in the first place. So far we don’t have a Contingencies Fund!
Remember there was no funds allocated for Coronavirus at the time of approving the 2020 budget because there was no Corona!
The Public Finance Act states further that when there is a situation that fundamentally affects the social and economic well-being of the country the Minister of Finance will do a revised budget to present before the National Assembly for approval! The Finance Minister has not done this either!
But now this Finance Minister went ahead to vire 1.2 billion dalasi just like that in total contravention of the Constitution and the Public Finance Act!
Listen to the honourable NAMs one by one making it quite clear that his actions are illegal!
Of course Mamburay Njie flatly refused to accept the fact but continued to beat about the bush just to cover up his criminality!
I hereby, once again, call on NAMs to invoke Section 75 of the Constitution to sack Mr. Mamburay Njie for inefficiency and violation of the Constitution and for undermining our economy!
These violations constitute an economic crime for which Mamburay Njie should be charged and prosecuted for economic crimes!
If NAMs fail to do this then they are equally complicit in the defrauding of the Gambian people for which they must be held accountable for failing in their duties!
NAMs must ensure utmost accountability of the Government. That is the primary function of the National Assembly. Without that oversight function then the floodgates of corruption, plunder and bastardization of our country will be legalized, legitimized and encouraged. #NeverAgain
Sack and prosecute Mamburay Njie! Now.

Dr Ismaila Ceesay, a founding member of the Citizens’ Alliance, has alleged that lot of pilfering of state coffers is currently taking place in the country, adding that mismanagement of public funds hampers the provision of essential services to the population.
Speaking in an exclusive interview with The Standard at his Salagi residence over the weekend, Dr Ceesay sounded the alarm bell that the state of affairs in the country with regard to official corruption calls for the adoption of stringent anti-corruption measures.
“It is urgent that corruption is tackled. Lots of things are happening in this country that have adverse consequences. For instance, in terms of procurement malpractices. We have also seen public officials whose salaries are not able to build them a house, they are building houses. The minister’s remarks at the National Assembly that some people were conspiring to defraud the state by coming up with names that never existed to get Covid-19 funds. Not only that but it is at every level,” Dr Ceesay lamented.
“So, this shows you that something is happening in this country which is not normal. It is critical that the government comes up with a comprehensive strategy to fight corruption because it [corruption] inhibits confidence in Gambia in terms of business because investors want to invest in a country that has less corruption,” the political scientist advised the Barrow-led administration.
He added: “It is also about services to the people. Government needs to provide education, healthcare, infrastructure, security… Now, the money we lose through corruption will make us not focus on providing these services for our people due to the pilfering of public coffers by few individuals. It is therefore critical at this juncture for Gambia’s development. If we want to fight poverty, attract investors, provide employment and proper and quality education for our young people and quality healthcare, we must fight corruption because todaywhat is happening in this country, the majority of the money that should be spent on these critical services are pilfered by few people.”
According to Dr Ceesay, a serious fight against corruption will not only instill investor confidence in the public sector and the economy but will enable government pay for social services.
Meanwhile Gambia is the 96th least corrupt nation out of 180 countries, according to the 2019 Corruption Perceptions Index reported by Transparency International. |

Quadrangle, Banjul, 10th May 2020 – In line with our commitment to ensure transparency and accountability, the Ministry of Finance and Economic Affairs hereby publishes the itemized expenditure list from the D500 million COVID-19 Health Emergency Fund.
As of 1st May 2020, D160 million has been released to the Ministry of Health, which is the spending authority on all COVID-19 related matters. The Ministry of Finance will continue to publish all future allocations and expenditures periodically.
Just as we have acted fast to mobilize adequate resources to ensure Gambians are protected from the deadly virus, the ministry, and the Gambia government by extension, reassures the public that it will continue to act in the best interest of the people at all times.

Scores arrested over gov’t food distribution in NBR

After President Adama Barrow launched his government’s ambitious covid-19 food aid initiative worth D734,25, 864 to help (84% of needy Gambian households), many anticipated transparency and probity in the manner the items would be distributed.
However, an uncalled for attitude has proven itself to be the order of day in the North Bank Region (NBR) during distribution as people tasked to render this sacred job were allegedly involved in dubious activities of selling some of these food items to shopkeepers. Scores of people distributing these items have been arrested and are currently being detained at Ndungo Kebbeh Police Station, a source familiar with the development told The Point. At least three people have been arrested in Ndungo Kebbeh over the matter.
The government intended to distribute 360,000 bags of 50kg of 100% broken rice, 50kg bags of sugar and 10 litre drums of refined cooking oil to needy Gambian citizens across the country, but this project is on the verge of collapse in the NBR as injustice has reared its ugly face in the distribution.
The Point has learned that those tasked to do this distribution in the NBR have decided to do things in their own ways by stealing some of these food items on the Barra-Farafenni Highway.
Our sources from both Jamagen and Ndungo Kebbeh villages have indicated that the suspects distributed 15 bags of rice in Ndungo Kebbeh and 25 in Jamagen village and sold the remaining items at a low cost of D800.
Our sources added that the residents of NBR felt so disgraced and worried and called on the authorities to act fast and make the suspects face a court law.
“They also applauded the government’s great gesture in helping the citizens in these trying times.”
The police spokesperson, ASP Lamin Njie said he was not aware of the arrest at the time of going to the press. “My government recognises that Gambians deserve an urgent national response to both the health and socio-economic crises resulting from losses in productivity and remittances to Gambian households,” Mr. Barrow said as he launched his government’s food aid project.
He added that they will ensure that support provided to all citizens, especially the vulnerable, is real in value.

!)How did the Ministry of Health spend their allocation,is that verifiable ?
2)Was the 734 Million Dalasi spent on food aid,distrubited to who, and is that verifiable?
