This is an excellent topic to discuss,the quote above highlights a few glareing questions,firstly I very much doubt if cleansing service workers are well paid, secondly, council cleansing service workers are paid for by ,yes that's right THE COUNCIL who pays the council ? THE people if they are lucky enough to earn money to pay taxes, MANY do not earn enough to feed their family and themselves. Therefore the prisoners are performing a public service for which they should be provided with the CORRECT tools ,the cleansing service workers should be reallocated to other necessary functions within the Council.
The prisoners in an ideal world should be trained in skills, carpentry, block making, tailoring cooking etc.according to the prisoners capabilities,here again we hit a snag, who will pay the teachers ?
IF we assume that some good person decides that he or she will give their own money to run such a scheme then so much the better,those prisoners who are deemed to have done well in their education COULD have their sentence reduced by a number of DAYS earned and the progress made After they have completed their sentence MAYBE they will become TAXPAYERS .

HOWEVER as usual there is NO MONEY available to increase the number of PAID jobs where the employee pays TAX.

One of the most pitiful scenes to see as one drives on the highway to Banjul, is prisoners using crude tools to cut grass, which should be the function of well-paid cleansing service workers. Clearing and tidying side works and roads are the jobs of councils.

Those who perform such tasks should not be looked down upon. They should be regarded as honourable people. Imprisonment deprives a prisoner of liberty to exercise freedom of movement, assembly and expression. This is penalty paid for being found guilty of an offence. To add hard labour to the price is to stigmatize certain jobs as not fit for the ordinary person to perform.

It is necessary to look at our statute books and eradicate any punishment classified as hard labour. The prison should be an institution where prisoners acquire knowledge, skills and values in order to come out and function as better citizens. Prisoners should not be stigmatized and work should not be seen as degrading punishment.

The human rights commission should look into such conduct and advise the authorities on what is the appropriate conduct in preserving the rights of such a vulnerable group that are completely blocked from exercising their freedom of movement.
