National Disaster Management Agency (NDMA) in collaboration with the African Development Bank have on Wednesday launched the Africa Disaster Risks Financing (ADRiFi) to strengthen the resilience of rural households to climate related shocks by embracing the capacity of the government to respond effectively to drought.
The launching was held at The Gambia Tourism and Hospitality Institution, Kanifing.
Cecil Nartey, an agricultural economist at the African Development Bank Group, expressed delight in collaborating with The Gambia to launch the programme. He said it is the very first country programme to be launched under ADRiFi since the approval of the overall framework document by the bank’s board of directors in 2018.
He added that in 2016, The Gambia made request for assistance in premium payment to address the risk of climate change, particularly drought.
“The overall programme goal of ADRiFi is to enhance the resilience and response to climate shocks by improving the management of natural disaster risk and adaptation to climate change in The Gambia,” he said. “We plan to achieve these by strengthening the technical capacity of The Gambia to evaluate climate related risks and cost; and providing financing for a rapid response to address climate disasters.”
Sanna Dahaba, the executive director of NDMA, stated that his agency has been dedicated to the process from the outside, as they feel that such a risk financing tool will pave the way towards the vision laid out by President Adama Barrow for security and economic development as contained in the National Development Plan.
“The government of The Gambia over the years paid out its premium to the Africa Risk Control Ltd., using its own national budget mainly for the interest shown,” he pointed out. “This time around, the government through this project will receive indirect support of 50% for its premium cost from the African Development Bank, while the other half will be bonded by the government.”
